Article 86

(1) Institutes of Public Health having their seats in Prague, Kolín, České Budějovice, Plzeň, Karlovy Vary, Pardubice, Jihlava, Brno, Olomouc, Ostrava and Zlín shall be established for examination and measurement of the components of living and working conditions, products, examination of biological material and performance of biological exposition tests for the purpose of the execution of state public health supervision, as well as for the monitoring of indicators of health in the population, monitoring the relations between the health of the population and environmental factors and living and working conditions, preparation of documents for the evaluation and management of health risks and for the activities of the body dedicated to the protection of public health as part of the integrated rescue system, for the implementation of local programs of protection and promotion of health, as well as for education towards the protection and promotion of public health and for the provision of consultancy and other services in the field of public health protection. The Institutes of Public Health shall be contributory organizations. The Ministry of Health shall be the founder thereof. Among the major activities of the Institutes of Public Health there may be included the provision of workplace preventive care, specialized diagnostic and out-patient care in the fields of microbiology, immunology, allergology and parasitology, the performing of genotoxicological and cytogenetic laboratory investigations, testing for anti-HIV antibodies, reference activities, clinical evaluation of the efficacy of pharmaceuticals, vaccines and healthcare aids, as well as the provision of disinfection and vector control.

(2) The National Institute of Public Health having its seat in Prague shall be established for the preparation of documents for the national health care policy, for the protection and promotion of health, for provision of methodological and reference activities in the area of protection of public health, for monitoring and research of the relation between living conditions and health, for international cooperation, for quality control of provided services with respect to the protection of public health, for post-graduate education and training in medical programs of protection and promotion of public health and for health education of the public. The National Institute of Public Health shall be a budgetary organization. The Ministry of Health shall be the founder thereof.

(3) The Institutes of Public Health and the National Institute of Public Health shall be health care organizations. For the purpose of the preparation of documents for the creation of the national health care policy and for the monitoring of long-term trends of the occurrence of contagious diseases and other diseases of mass occurrence, the Institutes of Public Health and the National Institute of Public Health shall be authorized to process data on the health of natural persons in order to act preventively against the occurrence and spreading of contagious diseases, the occurrence of occupational diseases and other damage to health at the workplace, data on the exposure of natural persons to harmful factors of the working and living environment and on the epidemiology of drug and narcotics addiction and to transfer those data to organs and bodies of the protection of public health.

(4) The statutory body of the Institutes of Public Health and of the National Institute of Public Health shall be the director who shall be appointed and recalled by the Minister of Health on the basis of a recommendation by the Chief Public Health Officer of the Czech Republic. Further tasks of the Institutes of Public Health and the National Institute of Public Health shall be specified by the Ministry of Health in the form of a statute.

(5) The activities for which authorization or accreditation is necessary according to this Act, may be performed only by the public health institutes specified in paragraph 1 which meet this condition.
