Investigation results in £35,000 in fines being refunded

An investigation has found that over 2,000 motorists were wrongly accused of speeding after a speed camera was allegedly wrongly set up and paperwork incorrectly processed, it has been reported.

It is understood that three members of Lancashire police staff are now facing disciplinary action over the incident.

The Independent Police Complaints Commission investigation found that 2,115 tickets had to be cancelled and 545 convictions overturned.

Uncovering the speed camera error also meant that £35,000 in fines had to be refunded and 1,500 penalty points were quashed.

A speed camera operator and two processing unit staff are now thought to be facing action, while two other members of the force’s Central Processing Unit have been cleared.

Inquiries are underway to assess whether the convictions may have resulted from incorrect paperwork.

Naseem Malik, IPCC Commissioner for the North West, said: ‘The investigations have identified matters that must now be presented before a disciplinary panel and, therefore, it would not be appropriate to go into full details at this stage. However it is correct to say that concerns over the work of these individuals has resulted in a number of convictions having to be overturned. Once the disciplinary panels have been held, the IPCC will issue further details about the findings of the investigations.’

The PPP comments …. Another attempt to pervert the course of justice on the grand scale. There have been hundreds of such cases over the years of the abusive use of speed cameras. This technology gives to the system operatives at all levels power over their fellow citizens. The wrong people in the job and the influence of dangerous senior officers like Brunstrom result in these abuses. Lets face it what normal, decent individual would volunteer to spend their days persecuting their fellow citizens.

We repeat …. the system is institutionally corrupt. And it has failed miserably to improve the nation’s road safety environment. Our elected representatives MUST dismantle it and start again. The record of the IPCC is such that it seems to serve no useful purpose, just fudges every issue, wastes more money and provides no deterrence as it has no teeth.

The issue of the Police setting GATSOs to exaggerate speeds was detected by Engineer David Edgar, we believe David has since died of a heart condition sometime after his arrest and rough treatment by the Police.
