Minutes of the Meeting of Ketton Parish Council held on Wednesday, February 18, 2015 in The Parish Office, Stocks Hill Lane, Ketton, STAMFORD, Lincolnshire, PE9 3TW, commencing at 7:30 pm.

2015/02/01 To receive Apologies for Absence

2015/02/02 To receive Declarations of Interest, Dispensations and Additions to Registers [Section 27 Localism Act 2011]

2015/02/03 To approve and sign the Minutes of the Parish Council Meeting of January 21, 2015

The Minutes were approved as an accurate record and signed.

2015/02/04 To receive any Matters Arising for information exchange [NB Matters Arising may only appertain to the immediately preceding Parish Council Meetings - i.e. January 21, 2015]

RCC has carried out work to remove the white lines in Church Road – which has not been successful, as the lines are still partially visible. The Clerk confirmed that she had already written to Highways at RCC requesting reinstatement of the ‘Slow’ marking on Church Road, at the approach to the Chater bridge. Highways at RCC has confirmed that their white lining team are scheduled to come and reinstate the ‘Slow’ marking, when they return to carry out further remedial work to lessen the impact of the white lines, which they previously tried to remove. No date has as yet been given for the work to be done.

Ketton Sports & Community Centre have submitted a grant application for funding to Aegon’s ‘Grantscape’, which will be assessed in June.

2015/02/05 Police Report

PCSO Steve Houghton presented the area crime report for the last 31 days. There have been 14 crimes reported in South Rutland; three incident reported in Ketton, which relate to two thefts from motor vehicles, and one incident of damage to the gates at Ketton Green Burial Cemetery. PCSO Steve Houghton confirmed that there had been an upsurge locally in thefts of catalytic convertors from Ford Ranger Pickups recently, as these vehicles are particularly vulnerable to this type of theft. He also outlined the changes instigated by the recent Leics & Rutland Constabulary reorganisation, which means that staff are now allocated to distinct neighbourhood units. This will improve response times and levels of service locally. Rutland Police are still based at Oakham Police Station, with new premises currently under construction, on the existing site. The 101 system for reporting non urgent crimes remains unchanged.

Council resolved that the accounts set out in 2015/02/07 be accepted for payment.

2015/02/08 To receive and approve the Financial Statements and to sign the Reconciliation

The Financial information was approved as an accurate record and the Reconciliation signed.

Cllr McGilvay informed the Council that a further instalment of £7040 had been received from the Heritage Lottery Fund for the Sinc Stream Project, and a rebate from RCC of £3259 for grass cutting in 2015.

The Council has requested a debit card from Barclays Bank plc, to enable online purchasing by the Council of equipment and supplies. The Council approved the signing by two authorised signatories of the waiver form, which is required by the bank, to approve the issue of the debit card which will then be used by the Chairman and the Clerk.

MINUTES

Minutes of the Meeting of Ketton Parish Council PR & Magazine committee held on Monday 2nd February, 2015 at 7.30 pm at the Parish Office.

Present: Cllrs Green (Chairman), McGilvray, Rogers. Co-opted D Naylor

3.  Minutes of the previous meeting held on Thursday 20th November 2014 were approved as an accurate record and signed.

4.  Matters Arising - None

5.  Chatterbox.

G Alderson is currently ill and in hospital so may not be able to progress the next edition. J Collier has been e-mailed to determine what impact this will have

6.  Village Notice Boards.

It was agreed to put the logo ‘Ketton Parish Council’ on the header board of the noticeboard

Action: Clerk to raise order

A suitable site is to be found for the new notice board at Geeston where it will be viewed by the maximum number of people.

7.  Website

David Naylor has reviewed the capabilities of the site and determined they are suitable for our needs.

It was agreed that the site would be the Ketton Village web site and the references to Ketton Parish Council would be reduced. The site is to be used to communicate everything that is happening in the village as well as Parish Council information.

A suitable person is to be identified who can update the site and either the same or another person recruited to maintain the information on the web site. The committee agreed that this might involve seeking funding to pay someone to do this.

8.  Community Hub

Storytime has been temporarily been suspended and winter opening times 09:30 – 12:00 implemented.

9.  Parish Councils Elections May2015

A proposed poster showing when the Parish Council elections were to be held and asking people to stand for election was discussed An amended version was agreed which will be distributed widely throughout the village.

Highways and Open Spaces Committee

Minutes of the Meeting of Ketton Parish Council Highways and Open Spaces Committee

(Under Delegated Powers) held on

Wednesday, February 11, 2015 at 7.00 pm in The Parish Office, Stocks Hill Lane, Ketton, STAMFORD, PE9 3TW.

A quote has been received from Eon for the installation of two low level bollard lights. Decision had been deferred indefinitely.

6. Street Lighting

6.1 Discuss & approve final quote for High Street lighting

Clarification has been received from Eon regarding their quote to upgrade the lights along the High Street from Empingham Road to Pit Lane, to brighter & more energy efficient lights, including the adjustment of the light near the Bier House to improve the lighting level at Stocks Hill. This revised quote is £3,475 + VAT. The Committee approved the quote.

7. Grass Cutting

7.1 Village Grass Cutting Tender 2015

The grass cutting was tendered in late January for 2015, with revised specifications and did not include Hall Close. Council included the areas of Geeston and Kelthorpe Close in the 2015 Grass Cutting Tender. Invitations to tender were invited from contractors who tendered in 2014, and 3 tenders were received buy the closing date. The Committee approved the award of the contract to CGD Contractors Ltd. 8. Churchyard/Cemetery

The Clerk has written to RCC to state that the Parish Council will ensure that weekly checks are made to ensure that the tap doesn’t burst in cold weather, and requested that RCC carry out any remedial work required to the tap to ensure that it it has a non-return valve fitted. RCC have agreed to this request.

The Clerk confirmed that Rutland Masonry is in the process of repairing the stone gate pillars to the cemetery.

David Parry reported that the brick wall belonging to the Congregational Hall, which borders the churchyard and the Railway Inn, is in a poor state of repair.

The Clerk will notify the church wardens. Clerk

9. Hall Close

A complaint has been received from Ketton School regarding the excessive amount of dog excrement in Hall Close. The Committee discussed a number of further measures that could be taken to try and

alleviate the problem. The Clerk will explore the options discussed. Clerk

Ketton Horticultural Society has asked the Council if they can erect a commemorative plaque in Hall Close. The Committee agreed that KHS can erect a plaque on a tree that they purchase.

9.1 Tree maintenance procedures

The Committee discussed the Tree safety report from Tommy Plummer Tree Services. There are a number of trees which are deemed’ high risk’. The Clerk has already asked Tommy Plummer for a quote to carry out the required work to make these trees safe; David Parry & Phillip Greaves have already dealt with two of the trees mentioned in the report. The Clerk will ask Tommy Plummer to carry out the remainder of the work, as quoted. Proposed amendments to the Council’s Financial Regulations were discussed, and will be raised at the next Full Council Meeting on 18th February. Clerk

10. Snow Warden Report & Gritting – Level Crossing approach

The approach from Geeston Road to the level crossing has recently given cause for concern as the road was excessively icy. The Police were called by the signalman, who was worried that vehicles coming down Station Road, Geeston may not be able to stop if the level crossing gates were down.

The Clerk will write to RCC and request that this road is upgraded from a secondary to a primary gritting route, because of the safety issues. Clerk

11. Budget & Spending

The Committee discussed the budget for the 2015-16 financial year, and reviewed the budget for the current year, which will finish at the end of March

12. Woodland Trust tree pack – locations for tree planting

The Council will receive a pack of 30 saplings in March, and discussed possible planting locations in Hall Close & the White Bread Copse. Cllr Allan and the handymen will plant the trees. Cllr Allan, David Parry & Phillip Greaves

13. Container - move to Hall Close during February half term

Cllr Tyler met the contractor who will be moving the container to Hall Close, on site. The removal of the container will be deferred until the summer, as the ground is far too soft at present.

14. Renaming of White Bread Copse to The White Bread Centenary Field

Decision was deferred until Cllr Allan is present at the next meeting. Cllr Allan

15. Allotments

Cllr Allan was not present, so will give a more comprehensive update at the next meeting.

16. Work for handymen in February 2015

The handymen have a full work programme for February, as detailed in the above minutes.
