The Project

2020 has been announced as the Year of Coasts and Water in Scotland offering a unique opportunity for the the West Coast to work together. Funding has been secured from HIE to work with all the destinations across the west coast on a marine tourism scoping project. The scoping project will initially establish a baseline for the entire area, and will then consider what products could be developed together in readiness for 2020 with the aim being to significantly enhance the west coast’s positioning as Scotland’s prime marine tourism destination.

For the purposes of this scoping project the definition for marine tourism has been developed from the national marine tourism strategy ‘Awakening the Giant’. Marine Tourism includes those recreational activities, which involve travel away from one’s place of residence and have the marine environment or inland waters/waterways as their host or focus. It is important to note that this definition includes both tourists (overnight) and visitors (day trip).

This West Coast Collaboration will however take a broader definition, and will cover

·  Sailing and boating,

·  Water-based sports and activities/adventures (including boat trips)

·  Cruise ships

Eighteen destinations are coming together for this scoping project - from the Outer Hebrides to Arran including Skye, Islay and Argyll. The project will be lead by Argyll and the Isles Tourism Co-operative (AITC)

AITC will coordinate a group of freelance development agents working across the west coast, The sub areas for the Outer Hebrides are:

·  Harris, Lewis Scalpay, Great Bernera

·  Uists, Benbecula Barra, Bernaray, Eriskay and Vatersay

A development agent is needed in each area and is being allocated 15 days activity for this initial scoping project.

The Role

The Development Agent activity in each area will focus on undertaking a baseline assessment of what exists at the moment and is in the pipeline, collating a contact list of all relevant marine tourism players in the local area and then facilitating a local summit type event to bring the marine tourism interests together to consider what the current offer is and how this could be enhanced through product development locally and also at a much more strategic pan west coast level. Although it is likely that infrastructure requirements will be highlighted through this process, the focus of this scoping project is on product development on the back of the considerable investment in infrastructure that has recently been witnessed across the west coast

Measurable Outputs in 2017/18:

Each agent will therefore focus on facilitating the following in each area. Proforma will be provided to ensure consistency across the west coast;

·  Compile a contact list of all businesses and organisations directly involved in marine tourism or with a secondary interest in the local area

·  Undertake a map based audit of all marine tourism facilities and services available within the area including launch points, moorings and marina facilities, boat trip providers, water sport activity providers, key locations for different activities, cruise call points etc

·  Make contact with all those with an interest in marine tourism and invite them to complete an online survey

·  Organise at least 1 area wide event bringing marine tourism interests together for a scoping workshop. The workshop will be facilitated by the project manager

·  Produce a marine tourism SWOT analysis for the area and write up the outputs from the workshop

·  Produce a product gap analysis and collaborative opportunity statement

·  Work with the wider agent team and project manager to establish a logical network of marine tourism zones with key unifying and differentiating features

·  Contribute to the development of more strategic produce development opportunities

You will operate as part of a team working closely with the Project Manager, your local DMO contact and the Steering Group, and will be able to draw on resources available through our partners in VisitScotland, Highlands & Islands Enterprise, Calmac and others.

The roles will suit people based ion the local area with skills and experience in rural / marine tourism, hospitality, community and business development, and proven interpersonal skills for bringing people together to work on shared projects. Previous experience in partnership projects would be valuable and a sectoral interest would also be beneficial but not essential (eg wildlife, adventure, food and drink, heritage ….).

You will be appointed on a freelance basis and be responsible for your own tax, NI etc. Hours of work will not be regular on a month by month basis and will involve evening and possibly weekend work to suit local business and marketing group needs. Invoicing will be on a monthly basis. You are expected to be geared up for freelance/home working and to have your own PC/laptop and mobile phone available for use.

I wish to apply for the freelance position of Development Agent for the period from 1 November 2017 to 31 March 2018 at an hourly rate of £17.85 /daily rate of £125 with scope for this to be extended to 31 March 2020. Expenses will be paid based on mileage and ticket costs.

I confirm I am up to date with all my tax, NI and other liabilities and understand it is my responsibility to organise payment of tax, NI and other liabilities associated with this freelance position.

I understand I will be required to keep a record of my time spent on development agent activities and expenses incurred, and that I will receive payment for time incurred based on submission of an invoice to Outer Hebrides Tourism at the end of each month. I also understand that there is a fixed budget available for time incurred and I will manage my time accordingly.
