The PBA indicated that employees who live in the south of counties were being required to work in the north of counties, which was wasting time and gas. The State has indicated that each troop has a different number of counties and districts assigned to the troop and adding zone as a consideration for seniority would complicate the decision-making. The State may change policy on the amount of miles employees will be allowed to live from the post and clarify when the shift begins and ends. With agreement on these issues, the PBA proposal for zones may be acceptable.-

[Article 19(D)] The PBA has indicated that approximately 50% of employees have “personally owned rifles” in their cars, which is allowed by the FHP. The PBA estimates that about 5% of employees are rear-ended each year and the rifles, which are normally in the trunk, are damaged.

Proposed 12-23-09 / Research is needed on the increased cost for this item. Currently, if an employee is subpoenaed to appear as a witness in a job-related court case, not during the employee’s regularly assigned shift, the employee is credited for actual time worked, or a minimum of two and one-half (2-1/2) hours, whichever is greater.
25 – Wages / Open / From HSMV’S available funds in the salary and benefits category, the agency head is provided the authority to grant non-recurring lump sum performance bonuses for permanent employees in order to recruit, retain and reward quality personnel. Each eligible employee may receive a non-recurring one-time lump sum bonus payment of up to $1,500 plus applicable taxes. Eligible employees are employees who are, at minimum, meeting their performance standards. No lump-sum bonus shall be paid prior to June 1, 2011.

1) a one-time $1,500.00 loyalty bonus for unit employees with one or more years of service with the department, effective July 1, 2010. The PBA’s justification was that employees have gone three (3) years without pay increases.
2) 5% Competitive Pay Adjustment effective October 1, 2010.
3) to continue emergency deployment pay in the appropriations bill or put in the collective bargaining agreement.
