Transition Arrangements
This qualification has been reviewed and replaced by the New Zealand Diploma in Air Traffic Services (Level 6) with strands in Aerodrome Control and Approach Control Procedural, Area and Approach Control Surveillance and Area Control Procedural, and Automatic Dependant Surveillance [Ref: 2231], the New Zealand Diploma in Air Traffic Services (Flight Information) (Aerodrome and/or Area Flight Information) (Level 6) [Ref:2702], and the New Zealand Diploma in Air Traffic Services (Flight Information) (Oceanic Air-Ground) (Level 6) [Ref:2703].
As the newLevel 6 qualifications are different in design and content to this qualification, it is the industry's and SSB's preference and recommendation for trainees to enter into programmes leading to the new qualifications.
Trainees currently enrolled in programmes leading to this qualification may either complete the requirements by 31 December 2017 or transfer to the relevant new qualification. Trainees completing this qualification must be gain credit for standard 23469 before it expires on 31 December 2016.
The last date for entry intoprogrammes leading to this qualification is 31 December 2015. The last date for award of this qualification is 31 December 2017 at which time it will be designated asdiscontinued.

This qualification contains expiring unit standards for which replacement unit standards have now been registered. For the purposes of this qualification, people who have gained credit for the replacement unit standards are exempt from the requirement to gain credit for the expiring unit standards.

This national certificate is for people training for and working in air traffic services.
The qualification comprises core compulsory standards that represent the theoretical competencies required by all those working in the air traffic services flight information sector. The content recognises the following theoretical knowledge and skills in keeping with the Civil Aviation Authority (CAA) regulatory requirements for air traffic services:
- aviation meteorology
- principles of navigation
- navigation aids
- aviation human factors
- principles of flight and aircraft performance
- emergency and alerting services
- air traffic services
- flight radiotelephone operator’s rating.
The strands recognise the specialised applications in aerodrome and/or area flight information, and oceanic air-ground. This qualification aligns with the requirements of Civil Aviation Rule Part 65 and its related licences.
This qualification may stand alone, or lead on from the National Certificate in Air Traffic Services (Aerodrome Control Theory) (Level5) with strands in Approach Control Theory, Area Control Radar Theory, and Area Control Theory [Ref:1383].
The completion of this qualification creates a pathway to the National Diploma in Air Traffic Services (Level7) with strands in Aerodrome Control On Site, Approach Control On Site, Approach Radar On Site, Area Control On Site, Area Control Radar On Site, and Automatic Dependence Surveillance On Site [Ref:1385].
Replacement Information
This qualification and the National Certificate in Air Traffic Services (Aerodrome Control Theory) (Level5) with strands in Approach Control Theory, Area Control Radar Theory, and Area Control Theory [Ref:1383], replaced the National Certificate in Air Traffic Services with strands in National Briefing Office, Area Flight Information, Aeronautical Fix Telecommunication Network, Aerodrome Flight Information, Tower Flight Data, Simulator, Aerodrome Control, Approach Non-Radar, Approach Radar, Area Non-Radar, Area Radar, Oceanic Automatic Dependence Surveillance, and Air Ground [Ref:0721].
Special Notes
Industry requirements are that a candidate must meet the eligibility requirements of the Civil Aviation Act 1990 and the Civil Aviation Rule Part 65 for an Air Traffic Services Personnel Licence.

Transition Arrangements
This qualification and the National Certificate in Air Traffic Services (Aerodrome Control Theory) (Level5) with strands in Approach Control Theory, Area Control Radar Theory, and Area Control Theory [Ref:1383], replaced the National Certificate in Air Traffic Services with strands in National Briefing Office, Area Flight Information, Aeronautical Fixed Telecommunication Network, Aerodrome Flight Information, Tower Flight Data, Simulator, Aerodrome Control, Approach Non-Radar, Approach Radar, Area Non-Radar, Area Radar, Oceanic Automatic Dependence Surveillance, and Air Ground [Ref:0721].
No candidates have ever been signed into training agreements that specify the replaced qualification. As a result there are no transition implications. All new candidates will be enrolled in programmes leading to the new qualifications.

- expiring standards 15519, and 15554-15557 have been replaced by standards 23455, and 23463-23466
