Minutes of the Laceby Parish Council Meeting held at the Stanford Centre Cooper Lane Laceby on Tuesday 2 February 2016 at 7.30 p.m.

11342Minutes of the Laceby Parish Council Meeting held 5 January 2016 – proposed by Councillor Turner and seconded by Councillor Schofield that these minutes should be signed as correct.

11343Minutes of the Laceby Parish Council Budget/Planning Meeting held 19 January 2016 – proposed by Councillor Metcalf and seconded by Councillor Schofield that these minutes too should also be signed as correct.

11344Declarations of Interest – none received.

11345Dispensation Requests – none received.

Meeting was then suspended at this point for Public Forum to take place:-

Comments from public regarding the lack of upkeep at the Butt Lane Field Site by NELC were made especially in respect of the bowling green.

Comments received in respect of LacebyIn Bloom were also received

The Meeting was then reconvened to discuss the following items on the agenda:-

11346Police Matters

Email requesting Councillors email addresses was received and resolved that the Clerk furnish the police with these.

Email from PC M Stephenson informing the Parish Council that he was now the Community Beat Manager for the area was noted.

Monthly Street Brief was received and noted that a person had been charged with non-dwelling burglary in the area.

11347Planning Matters

Noted the Planning Officer wished to meet with Councillors to discuss the siting of the proposed village signs in more detail – suggested 26 February 2016 – the Clerk to let everyone know if this was acceptable.

11348Reports from Previous Minutes

Noted that Mrs J. Griffiths had received 19 responses from the questionnaire sent out regarding the proposed new seat on the corner of Hawerby Road/Butt Lane.

Suggested a donation would be made to the Parish Council to purchase the seat and the Clerk was to check cost of insuring the extra seat on the Parish Council’s insurance policy. Councillor Schofield was to supervise volunteers putting in the seat’s platform and seat installation too.

School report – noted that there was to be a School Walk on 12 February 2016 and representatives from the Parish Council would be welcomed. The event was to try and stop cars parking in front of the school.

Parking on Grass Verges – resolved to look into this further – Clerk to request details from NELC.

11349Financial Matters

Proposed by Councillor S. Greenbeck, seconded by Councillor Turner that the following accounts should be paid:-

Lincolnshire Motors Ltd – parts for mower/strimmer paid 19.01.2016 / 26.08
Anglian Waters – two accounts – Cemetery Water = £6.79; Allotment Water = £140.43 total paid = £147.22 – paid on 19.01.2016 / 147.22
Peter Hogarth & Sons Ltd – bin bags for use by Cemetery Groundsman for wreaths etc / 23.04
Signs Express – Dogs on Lead sign for St Francis Grove Play Area replacement sign / 23.70
Monthly Salaries to the end of February 2016 for two employees – total / 1,028.71
D Weatherill – re imbursed for BT telephone & broadband for Laceby PC / 45.28
Post Office Ltd – Income Tax and National Ins. payment / 19.06
M Greenbeck – Chairman’s Allowance for the month of Jan. 2016 / 10.00
D Weatherill – Clerk’s Petty Cash / 30.00
M Greenbeck – re imbursed for purchase of wine for Mr R Cook who drew scale plans of village signs free of charge / 19.98

Total Payments for the month of February 2016 = £1,373.07

Email received from Littlejohn’s auditors in respect of the Limited Assurance Reviews 2015/2016 (annual audit) was noted.

11350Reconciliation of Budget

Proposed by Councillor Schofield seconded by Councillor S. Greenbeck that the amendedbudget agreedat the 19 January 2016 meeting should be ratified.

11351Precept for 2016/2017

Proposed by Councillor S. Greenbeck, seconded by Councillor Schofield that the precept of £38,000 and the NELC Grant of £3,492.00 totalling £41,492.00 should also be ratified.

11352Closure of T3240 - £15,000

Noted the Parish Council would need to close the deposit account holding the second half of this year’s precept in order to pay invoices through to the end of March 2016. Proposed by Councillor Howells, seconded by Councillor S. Greenbeck that the Clerk arranges to Close T3240 and have the payment of £15,000 paid into the Nat West current account plus any interest accrued.

11353Allotments

Clerk to request that the Groundsman cut the allotment footpaths in October for their final cut over the winter period.

11354Cemetery/Churchyard

Churchyard – Resolved the Clerk obtain quotations for the removal of the Crab Apple tree in the churchyard and also obtain quotations for a 900 mil socket with cover to be inserted at the same time.

Clerk to obtain forms from Trees and Woodlands Officer and speak with him regarding requirements for application to remove the tree for reasons of safety.

Email from the Parochial Church Council stated they would like to have some benches put up in the Churchyard. Resolved to query where exactly and if the PCC were going to organise the upkeep and insurance for these proposed benches.

Cemetery – the Clerk stated there was one outstanding payment from a Leeds Funeral Director in respect of a non-parishioner burial recently. Resolved that the Clerk sends an overdue to the Funeral Director.

A listed building Letter was noted from NELC in respect of the Haagenson Memorial and its upkeep.

11355Projects Backlog

Historical plaques for the village – resolved Councillor S. Greenbeck contacts the History Group regarding this matter and reports back.

11356Butt Lane Field Site

Resolved a meeting with Jack Fox of NELC would take place at 7.30 pm on 16 February 2016.

11357St Francis Grove Play Area

Resolved the Clerk should obtain a quotation from Wiksteed for repairs to the gate nearest Victoria Park which does not swing shut properly.

11358Pensions

Letters received requesting opting out of a pension scheme were received from all employees. Clerk to organise the declaration of compliance online on behalf of the Parish Council.

11359Correspondence

A correspondence file was placed on circulation this month.

Email from NELC gave details of a link for drainage maps.

Letter regarding crossing points on Grimsby Road/The Square area was received and noted. Resolved the Clerk acknowledge the resident’s letter and send a copy of it to NELC.

11360Stanford Centre Group

Councillor Metcalf gave a report:-

  • Held meeting of the Committee on 18 January 2016.
  • Quotations are being sought for broadband/Internet connection for the Library.
  • Received a £200 donation.
  • Seven users of the Hall at present.
  • Suggested that the Kids Club might use the hall between 7.30 to 8.45 and 3.30 to 6 pm, which would restrict use of the hall – Parish Council were asked to consider this.
  • Homework Club to use Library.
  • Grant application for new kitchen has been made.
  • Agreed to check the timer for the heating since it had gone off during the Parish Council meeting.
  • Bookings of the Hall are at present paying for the cleaning of the building.
  • No utility invoices received yet so cannot produce accounts until these are paid.
  • Next meeting to be held 7 March 2016 when it is hoped to have more of an idea regarding accounts.

11361Nature Area

New Nature Area sign done free of charge as a gesture of goodwill from Sign Company.

Clerk to check to see if bin has been recovered yet.

Resolved to put the telegraph and meeting at the front gate on the agenda for the next meeting.

11362Information Exchange

Noted Cemetery bin not emptied Clerk to check timescale and next date for emptying.
