11.060. Campaigning, Canvassing, and Electioneering.

In order that the best qualified Rotarians shall be selected for service in RI’s elective offices, any effort to influence the selection process for an elective office in a positive or negative manner by campaigning, canvassing, electioneering or otherwise is prohibited. Rotarians shall not campaign, canvass, or electioneer for elective position in RI, or allow anysuch activity, either on their behalf or on behalf of another. No brochures, literature, letters, or other materials, including electronic media and communications, may be distributed or circulated by Rotarians or on their behalf to any clubs or members of clubs except as may be expressly authorized by the board. Where candidates become aware of any prohibited activities having been undertaken on their behalf, they shall immediately express their disapproval to those so engaged and shall instruct them to terminate such activity.

26.070.4. Rules Regarding Campaigning, Canvassing and Electioneering

It is a fundamental principle in Rotary that the best qualified candidate should be selected for service in Rotary’s elective offices. Therefore, any effort to influence the selection process in a positive or negative manner by campaigning, canvassing, electioneering or otherwise is prohibited under the RI Bylaws.

The following rules shall be followed concerning campaigning, canvassing and electioneering for any Rotarian considering election to the office of president, director, Governor, or Council representative, or the nominating committee for any such office. These rules are designed to ensure that the best qualified candidate is selected for office:

1) Rotarians should at all times conform to the prohibitions of the RI Bylaws concerning campaigning, canvassing or electioneering. All Rotarians should observe both the letter and the spirit of the bylaws and refrain from any activity whose purpose or effect is to influence others by promoting or soliciting support for a candidate’s or another Rotarian’s candidacy. Such activity is repugnant to the spirit of the bylaws and the principles of Rotary and will be grounds for disqualification of a candidate.

2) Campaigning, canvassing or electioneering is any action seeking to promote, attack, support, or oppose a candidate, either directly or indirectly, in any medium, including, but not limited to, any action seeking votes, requesting support in a forthcoming election, distribution of literature or promotional materials or other overt actions intended to promote one’s candidacy for an elected Rotary office.

3) The periods of candidacy for elective office begin when individual Rotarians begin to give serious consideration to submitting their names for a position covered by the RI rules for nominations and elections. Commencing at that time, candidates should be particularly careful to avoid any actions designed to publicize their names or achievements, to call attention to the applicable nominations or elections, or to give candidates an unfair advantage over other candidates for the same position. 4) The normal performance of duly-assigned Rotary activities would not be considered to be a violation of the policies related to campaigning, canvassing or electioneering.

5) Contacting clubs to inform them to request their concurrence for a proposed challenge or election complaint is not prohibited provided that such contact is limited to the exchange of factual information. (September 2016 Mtg., Bd. Dec. 28)

16.070. Qualifications of a Governor-nominee.

Unless specifically excused by the board, no person shall be selected as nomineefor governor unless the Rotarian has the following qualifications at the time ofselection.

16.070.1. Rotarian in Good Standing.

The Rotarian must be a member in good standing of a functioning club in thedistrict.

16.070.2. Rotarian Maintaining Full Qualifications of Membership.

The Rotarian must have full qualifications for such membership in the strict applicationof the provisions therefor, and the integrity of the Rotarian’s classificationmust be without question.

16.070.3. Rotarian’s Qualification as Past President of Club.

The Rotarian must have served as president of a club for a full term or be a charterpresident of a club having served the full term from the date of charter to 30 June,provided that this period is at least six months.

16.070.4. Rotarian’s Ability to Fulfill Duties of Governor.

The Rotarian must demonstrate willingness, commitment, and ability, physicallyand otherwise, to fulfill the duties and responsibilities of the office of governor asprovided in section 16.090.

16.070.5. Rotarian’s Certification of Qualifications.

The Rotarian must demonstrate knowledge of the qualifications, duties, andresponsibilities of governor as prescribed in the bylaws and submit to RI, throughits general secretary, a signed statement that the Rotarian understands clearlysuch qualifications, duties, and responsibilities. Such statement shall also confirmthat the Rotarian is qualified for the office of governor and willing and able toassume the duties and responsibilities of that office and to perform them faithfully.

16.080. Qualifications of a Governor.

Unless specifically excused by the board, a governor at the time of taking officemust have attended the international assembly for its full duration, been a memberof one or more Rotary clubs for at least seven years, and must continue to possessthe qualifications in section 16.070.

16.090. Duties of a Governor.

The governor is the officer of RI in the district, functioning under the general controland supervision of the board. The governor is charged with the duty of furtheringthe Object of Rotary by providing leadership and supervision of the clubs inthe district. The governor should work with district and club leaders to encourageparticipation in a district leadership plan as may be developed by the board. Thegovernor shall provide inspiration and motivation to the clubs in the district. Thegovernor shall also ensure continuity within the district by working with past, current,and incoming district leaders in fostering effective clubs. The governor shallbe responsible for the following activities in the district:

(a) organizing new clubs;

(b) strengthening existing clubs;

(c) promoting membership growth by working with district leaders and clubpresidents to establish realistic membership goals for each club in thedistrict;

(d) supporting The Rotary Foundation with respect to program participationand financial contributions;

(e) promoting cordial relations among the clubs and between the clubs and RI;

(f) planning for and presiding at the district conference and assisting the governor-elect in the planning and preparation for the presidents-elect trainingseminar and the district training assembly;

(g) providing for an official visit meeting individually or in multi-club meetings

conducted throughout the year to take place at a time that maximizes the

governor’s presence for the purpose of:

1. focusing attention on important Rotary issues;

2. providing special attention to weak and struggling clubs;

3. motivating Rotarians to participate in service activities;

4. ensuring that the constitution and bylaws of the clubs comply with the

constitutional documents, especially following councils on legislation;and

5. personally recognizing the outstanding contributions of Rotarians inthe district;

(h) issuing a monthly letter to each club president and secretary in the district;

(i) reporting promptly to RI as may be required by the president or the board;

(j) supplying the governor-elect, as soon as possible following his or her election

prior to the international assembly, full information as to the condition of

clubs with recommended action for strengthening clubs;

(k) assuring that district nominations and elections are conducted in accordance

with the RI constitution, these bylaws, and the established policiesof RI;

(l) inquiring on a regular basis about the activities of Rotarian organizationsoperating in the district (Friendship Exchanges, intercountry committees,Global Networking Groups, etc.);

(m) transferring continuing district files to the governor-elect; and

(n) performing such other duties as are inherent as the officer of RI.

ARTICLE IV – OFFICERS

Section 1. The District Governor is an officer of Rotary International functioning under the general

control and supervision of the Board of Directors of Rotary International. District 5010 selects the

District Governor Nominee during the third year preceding his or her year as District Governor. The

District Governor Nominee is nominated by the clubs of the district and elected at the Rotary

International Convention. Nominees so elected shall serve a one-year term as Governor-Elect and

assume office as District Governor on the subsequent 1 July and continues for one year or until his or

her successor shall have been qualified and elected.

Section 2.

(a) The District Governor may delegate to his or her Assistant Governors, and to the District GovernorElect, as appropriate, as many of the duties deemed to be in the best interests of the orderly conduct ofthe district while still retaining overall responsibility. The District Governor shall not delegate any ofthe duties of his or her office for which he or she is personally responsible. (See Chapter Two of theRotary International MANUAL OF PROCEDURE for qualifications and duties of the DistrictGovernor).

(b) The District Governor shall appoint prior to the beginning of his or her term of office his or herAssistant Governors, the district secretary, the district treasurer, the district public relations chair andsuch other officers, chairmen and members of the various district committees as indicated in Article Vfollowing or as required.

Section 3.

The District Governor, three (3) Rotary years in advance of the Presidents Elect Training Seminar for

which the District is charged with its administration, shall select, after consulting with the District

Governor Elect and District Governor Nominee, the Board of Directors, the Finance Committee and

District Governor Nominee Designate, a Past District Governor who shall be Chairman of PETS for

that respective year.

Section 4. District Leadership Plan

PURPOSE: To organize the way District 5010 operates by appointing a Deputy District Governor or

corresponding leadership position and several Assistant Governors (AG) to redistribute the District

Governor s administrative workload. The organization will:

 allow greater flexibility in conducting the official visit;

 enable the District Governor to better advance the cause of Rotary by focusing on problem clubs; by timing his or her individual club visits to coincide with special events of the individual club; by allowing the District Governor to emphasize strong membership; by allowing the District Governor to personally recognize contributions of individual Rotarians; by enhancing communication between the district leadership and the clubs; by providing faster and moreresponsive support to clubs; by providing a larger supply of well-trained leaders in the district; by communication at all levels in the district; by encouraging qualified leaders who are still active in their vocation to apply for and serve as District Governor.

Deputy District Governor(s): The Deputy District Governor(s) serves at the pleasure of the Governor

and would

(1) assist the District Governor in carrying out his or her responsibilities as District

Governor; and

(2) serve as a liaison with the Assistant Governors in the District Governors absence,

or as otherwise requested by the District Governor.Assistant Governor: Each Assistant District Governor serves at the pleasure of the Governor andwould assume the designated administrative duties of the DG for a designated number of clubs in thedistrict as determined by geography, language, costs, and other factors, at the discretion of theDistrict Governor.

AG Responsibilities:

 Attend AG or leadership training session for the district.

 Attend PETS, or comparable training, and the district assembly.

 Work with the District Governor to develop goals for the district.

 Advise the incoming District Governor on district committee selections.

 Meet with and assist incoming presidents of the clubs in his/her assigned area before thebeginning of the Rotary year to discuss the club’s goals for the upcoming year, review those goals and current club performance in Rotary Club Central, and review section 2.010.1

“Failure to Function” of the Rotary Code of Policies.

 Regularly visit each club in his/her assigned area with a minimum of one visit each Rotary year.

 Encourage that club assemblies be held.

 Hold regularly scheduled meetings at least once a month with the club presidents andsecretaries to discuss the business of the clubs and resources available to them, along with goals, programs, and objectives of the district and Rotary International. These meetings may occur by personal contact or telephone calls or other available means of communication.

 Schedule and plan for the visit of the District Governor in his/her area.

 Keep the District Governor advised on progress within the assigned clubs and suggest ways to enhance Rotary development and address problems, including a monthly report regarding the clubs in his/her area.

 Encourage clubs to follow through on requests and recommendations of the District Governor.

 Attend and actively promote attendance at the district conference and other district meetings.

 Participate in Rotary Foundation programs, annual and special giving events and other special assignments as necessary.

 Monitor each club’s performance.

 Participate in the development of the incoming governor’s district goals during the year priorto the appointment of committees.

 Develop future district leaders.

AG Selection Criteria:

 Membership, other than honorary, in good standing in a club in the district for at least threeyears.

 Service as president of a club for a full term.

 Willingness and ability to accept the responsibilities of Assistant Governor.

 Prior attendance at the District Conference and International Convention desirable.

 Willingness to serve a minimum of one year and a maximum of three years, if re-appointed bythe incoming District Governor(s).

Funding

Within the limits of the amount budgeted and with the prior approval of the District Governor, the

Deputy District Governor(s) and Assistant governor’s travel, telephone, and postage expenses

associated with their support and club activities will be paid out of the District budgets.

Organization

The district leadership, subject to change at the discretion of future District Governor shall consist of

AG’s with the following territories:

Anchorage: Anchorage area, Girdwood

Southcentral I: Mat Su Valley area, Eagle River

Southcentral I I: Kenai Peninsula area, Kodiak

Northern: Fairbanks area and Northern Alaska

Southeast: Juneau and Southeast Alaska area

Yukon: Whitehorse
