10U Fall Baseball
League Rules: Official Pony rules for Mustang Baseball or Little League rules (depending on home team) will govern play except for the following exceptions.
Free defensive substitutions.
Ten (10) players can play defensively. No short fielder (a player standing at second base) will be permitted.
A player cannot sit on the bench for more than two (2) defensive innings of a six (6) inning game.
Continuous batting order will be used.
Infield Fly rule will not be in effect.
Five Run Rule per inning, except last or extra inning. Play will continue when 5th run is scored until ball is dead, or time is granted by umpire. Therefore, a team can score up to 8 runs if bases are loaded and a batter has a hit that clears bases before a dead ball or time is declared.
A runner originally stationed at third can advance home only when a batted ball is put into play, or forced home by BB, HBP, Catcher’s Interference, etc. Subsequently, such runner originally stationed at 3rd base cannot advance on any play made by the defensive team on the return throw to the pitcher, or any attempt to throw out another runner originally starting on 1st or 2nd base.
Any defensive play made upon a runner originally stationed at 3rd base prior to a batted ball being put into play will be called a dead ball and all other runners will return to their original base with the exception of a runner attempting to steal from 1st to 2nd base during the play. Such player will be awarded 2nd base at the discretion of the umpire.
A runner stealing 2nd or 3rd base cannot advance home on an errant throw from the catcher. A trailing runner on 1st base may advance to 2nd on an errant throw from the catcher when the leading runner is attempting to steal from 2nd to 3rd.
A single pitcher may not pitch more than two (2) innings in one game. One pitch constitutes a full inning pitched.
A pitcher from younger age group (9 or younger on 4/30/13) must pitch 2 innings in each game.
A pitcher may not pitch more than six (6) innings in a calendar week, Sunday through Saturday.
A player can pitch in consecutive games and days.
A pitcher must be removed after hitting three batters in a game.
If a head coach and/or assistant coach combined, make two (2) visits to the pitcher’s mound during their half of the inning, a pitching change must be made at this point. The only exception is if an injury prompts a visit.
Use of Little League approved bats is required.
Metal spikes are prohibited.
A player who squares to bunt may not take a full swing at the ball (“slug bunting”). Result will be player being called out with a dead ball and all players returning to previous base.
A pitcher must be removed after hitting three batters in a game.
No head first slides. Diving back into a base after over running it is permitted.
A runner must avoid contact or interference with the fielder on a play at any base or the runner will be called out. This is considered to be a judgment call by the umpire and is not subject to protest. The surest way to avoid such a call is to have players slide into every base.
A team may start a game with eight (8) players. If eight (8) players are not present at game time, the team will have fifteen (15) minutes from the scheduled game start time, to find an additional player. If no eligible player is found, you can play with eight (8) players, but an out WILL be recorded for the 9th batter, but not 10th batter. Any late arriving players may be inserted at the bottom of the batting order.
A team may continue to play a game as long as it fields eight (8) or more players. An out will NOT be recorded in the 9th player’s spot if it is vacant because of an injury. However, if the 9th player leaves or is ejected from the game, the game can continue but an out WILL be recorded in the spot where the absent or ejected player(s) batted. Less than eight (8) players will result in a forfeit.
The first time a bat is thrown in a game, each team will be given a warning. On the next incident of a thrown bat, the offending player, no matter which team, will be called out and the play dead. No runners can advance on the play.
A courtesy runner may be substituted for the catcher, if the catcher is on base with 2 outs. The player, on the team, who made the last out, must replace the catcher on base. A courtesy runner may be used at the discretion of the manager, but not required. An umpire may make the request to the manager, to speed up the game.
If a team is winning by more than ten (10) runs after five (5) innings have been completed then the game will be over. If the home team is leading in either situation, then they do not need to bat.
If there is a field time limit, it should be discussed with both teams and the umpire prior to the start of the game. If there is a time limit, no new inning should be started within 15 minutes of established time limit.
