2 DECLARATION OF INTEREST IN ITEMS ON THE AGENDA

Councillor Mrs Soper declared a prejudicial interest in item 5 on the agenda Planning Application 16/02312/F Bainton Lodge as it is their home and took no part in the discussion.

The minutes had been distributed to and read by the Councillors prior to the meeting. They were agreed as a true record and were signed by the Chairman.

Barclays Bank have written to say they are still waiting for Councillor Davies form of identification. Councillor Davies will go in again to Barclays Bicester and find out why this has happened.
d Grass Cutting.
The Parish Council have contacted OCC to find out what the grant would be available if it took on the urban grass cutting for Stoke Lyne and OCC confirmed the amount would be £517.98. The Parish Council discussed the prospect of taking over the urban cut which would keep the grass in the village cut regularly throughout the growing season. One quote has been received already and the Clerk is to contact the company who quoted to cut the playing fields and one other contractor to compare. After much discussion the Parish Council resolved to take over the urban grass cutting in the village of Stoke Lyne.

The Parish Council are also getting quotes for cutting back the trees and bushes at the playing fields.
e Precept
The Clerk prepared and circulated a draft budget for the Parish Council prior to the meeting.
The Parish Council have taken into account that this coming year they will be taking over the urban grass cutting in the village and even though there is a grant it will only cover about two thirds of the cost therefore after discussion the Parish Council agreed that the precept should be increased by £1000 and resolved to set a precept of £4000. On top of this will be a grant of £136.93 which is funded by Cherwell District Council subject to being ratified. The Clerks pay to be increased to the next increment. Provide a contingency of 10% of the precept.

Fields Farm, Bainton Appeal- The appeal was overturned but the Planning Inspector gave the owners 6 months to comply with the enforcement instead of 8 weeks given seasonal condsiderations.
McDonalds Restaurant Ltd-this appeal has been allowed. CDC Councillor Corkin has said they would be looking into influencing the conditions attached to this being allowed.

6 VILLAGE ISSUES

Broadband- Nothing new to report.
Storm Drains-No response from Gordon Kelman OCC The Clerk and Councillor Mrs Fulljames to chase this again.
Bus Services-Councillor Davies attended a meeting with Fringford Parish Council ref grant for mini bus. Fringford Parish Council will go ahead with this.

7TRANSPARENCY CODE

The Clerk had applied for a grant to provide a computer, software and website costs to enable the Parish Council to comply with the transparency code and this has been approved.

8 REPORT FROM PLANNING POLICY WORKSHOPS

Parish Councils were invited to a consultation workshop as part of the options consultation on the Partial Review of the Cherwell Local Plan Part 1. Cllr's Billingham & Davies represented Stoke Lyne Parish Council at what was the second of two workshops, which took place for parishes in the south and north of the Cherwell District.
The workshops took the form of group discussions on the agenda items set out below:
· Introduction to the workshop and the consultation documents given by David Peckford, Planning Policy Team Leader, Cherwell District Council
· Discussion of the following agenda items took place amongst each individual table group:
o Partial Review - Context/Approach
o Draft Vision and Strategic Objectives
o Considering and Delivering Options
o Developer Contributions SPD and CIL
The Draft Developer Contributions Supplementary Planning Document and Draft Charging Schedule for the Community Infrastructure Levy were also discussed at the workshop.
Parishes were split into groups and each group discussed each agenda item. The group discussions were facilitated by a member of the Planning Policy team with support from a colleague.
The group which Cllr's Billingham & Davies represented discussed agenda item 'Partial Review - Context/Approach' - The discussions which took place were varied and mainly focussed on the individual Parish's views who were represented at the table and included an eclectic mix of views and opinions, which the members from CDC noted down in bullet point form.
Summary of the key issues discussed were:
· Preference for development closer to Oxford because of transport, sustainability, affordable housing.
· Review Green Belt
· New settlement in preference to multiple small developments.
All discussion points were noted and then drafted and disseminated to each of the Parish's for information.

· McDonalds application nothing more we can do but the Planning Inspector and the Applicants made certain commitments regarding litter etc and Ian will keep an eye on this.
· Application for a large development in the Bomb Stores at Upper Heyford for mixed warehousing, office space and R&D. This will increase traffic to Junction 10 of M40 and could affect Stoke Lyne. Councillor Corkin suggests the Councillors look at the application.
· Horton Hospital - the District Council is trying to promote a 3rdoption for enhanced services at the Horton Hospital
· CDC passed a resolution to look at parking at the JR Hospital
· Recycling centres across the County are now not going to close.

11 ANY OTHER BUSINESS

· Bushes are overgrowing the street lighting on Stratton Audley Road, Clerk to find out who owns the bushes
· Councillor attendance at meetings. The Parish Council have decided to incorporate this into the minutes going forward so Parishioners can see the attendance of all Councillors.
