The job…

1.  Leading the Agency's work on:

- long-term energy policy co-operation, notably through the country policy review process;

- analysis of policies relating to the projection, transmission, and use of various fuels, and the regulation of energy industries and markets and work relating to the environmental impact of energy production and use;

- economic analysis.

2. The Director leads and manages the Agency’s work in four divisions:

- Economic Analysis Division,

- Energy and Environment Division,

- Energy Diversification Division,

- Country Studies Division.

These Divisions comprise 21 professional staff members and 7 support staff members.

3. The Director and his Office work closely with Member governments of the Agency, both bilaterally and multilaterally, with other international institutions in the energy, economic and environmental fields, with the private sector and with representatives of civil society. The Office has particular responsibility for servicing the Agency's Standing Group on Long Term Co-operation (SLT). The Office also works with other committees of the Member governments of the Agency.

The person we are looking for should have…

1. An advance university degree or equivalent in a relevant field.

2. Profound knowledge of energy economics and markets, energy industries, technologies, government energy policy-making and regulation, based on relevant academic qualifications and work experience, supported by broad awareness of economic, environmental, international and technological issues.

3. At least 15 years’ experience with formulating, preparing and implementing policy in the energy sector. Direct experience in energy policy in a national government administration, with international or intergovernmental experience, is necessary. Direct commercial experience in the energy sector, provided this has included broad policy making responsibilities and extensive interaction with government, involving close understanding of government policy making processes, is also desirable.

4. Sensitivity to the political issues and sensibilities within and between countries.

5. Demonstrated management, communication and negotiation skills, initiative, creativity, drive, judgement and presentational skills.

6. Ability to conceive and direct complex analyses, identify critical issues and draw out practicable conclusions.

7. Fluent knowledge of and first-rate drafting ability in English is a pre-requisite. A working knowledge of French. and other languages is an advantage.
