1. FLASH FLOOD 22 JUL 2010 (BALOCHISTAN/PUNJAB)

a. Summary of Losses – 22 Jul 2010 (Balochistan)

c. Relief Activities

(1) Relief Items Provided

(a) Tents : 4700

(2) On request of NDMA, PRCS is catering for the food / healthcare requirements of population of villages of Talli and Sultankot for next 3 months.

(3) 1300 troops (including 4 medical teams) and 4 helicopters from Southern Command actively participated in the relief operation.

d. Challenges Being Faced

(1) Rehabilitation of the affected people at safer places instead of the low lying areas.

(2) Removal of self help basis / localised dams, which are one of the reasons of flash floods.

(3) Capacity building of the Balochistan Government in order to tackle such kind of disasters.

(4) Ensuring timely provision of promised relief packages to the affected populace.

2. Torrential Rains / Floods (27-29 Jul 2010)

a. Khyber Pakhtunkhwa

i. Rescue Efforts

aa. Helicopters - 33 (No operation)

bb. Boats Operating - 150 (Excluding locally arranged boats)

dd. Total individuals Rescued - 32000 (+)

ii. PAF helicopter transported a medical team to Mari Indus.

iii. Evacuation of 265 x Chinese, stranded in Dubair Valley has been completed.

iv. PDMA Sind has provided 10 x boats and 1000 bags of ration to the PDMA KPK.

v. 2x Reserve Bridges of Army have been moved to Malakand in order to restore road communication.

vi. Army is establishing 3 x field hospitals (Charsadda, Kalam, Paranphara) to provide medical assistance to the flood affectees.

vii. US Government is providing assistance in shape of Meal Ready to Eat (MREs). So far 25x pallets (approximately 65000 packets) have been received at Chaklala and 97 pallets (approximately 252000 packets) have been received at Peshawar. These are being distributed to flood affectees. Total 427,000 such packets will be provided.

(3) Challenges Being Faced

(a) Sustenance of Kalam Valley having 600,000 population and restoration of road infrastructure.

(b) Restoring link of Lower Dir with Upper Dir.

(c) Danger of out break of epidemics.

(d) Handling of health, food, shelter, water and sanitation issues.

b. Punjab

(1) Summary of Losses (Details attached)

(a) Deaths : 47 (including 36 due to rains)

(b) Injured : 108 (Including 98 due to rains)

(c) Houses Damaged : 14746

(2) Relief Activities

(a) Relief Items Provided

i. Tents : 5700

ii. Food packets : 27,000

iii. Plastic Mats : 400

(b) Misc Relief Efforts

i. Rescue Efforts

aa. Helicopters : 8

bb. Boats : 205

cc. Individual Rescued : 23732

ii. 2500x troops have been employed in different areas for relief activities. Pakistan Army is on high alert to deal with any flood situation.

iii. PAF helicopter transported field MI room to Mianwali.

iv. PDMA Punjab has provided 24 truck load of food items to Mianwali.

v. Prime Minister of Pakistan alongwith Chairman NDMA visited the flood affected areas of Punjab.

vi. On request of Punjab Government, NDMA has coordinated release of Emergency Medical and Cholera kits from WHO.

vii. In order to reduce the human losses, in District Liah, 88 villages have been evacuated, whereas 80% evacuation work has been completed in District Rajanpur.

(3) Challenges Being Faced

(a) Evacuation of population from threatened areas.

(b) Flood water crossing through rivers in Punjab.

(c) Relief and rescue work in the affected areas.

d. Sindh

(1) Summary of Losses - Nil.

(2) Relief Activities

(a) Army troops along with 95 x boats have moved in threatened districts (Larkana, Kashmore, Nosheroferoze, Dadu, Nwabshah and Thatta) in order to pre-empt the likely flood situation. Whereas 1600 x troops have been placed on 6 hours notice to move to assist the civilian administration.

(b) 1x Helicopter has been placed at Pano Aqil.

(c) 16 x Naval Boats have been relocated at Sukkar to deal any flood situation developing in Punjab / Sind.

(d) Pakistan Navy has also been requested to place all available Helicopters on standby at Karachi to deal with any emergency flood situation.

(3) Challenges Being Faced

(a) Preparation for likely flood situation in the province.

(b) Evacuation of population from threatened areas.

(c) Safety of barrages.


e. AJ&K

(1) Summary of Losses (Details attached)

(a) Deaths : 48

(b) Injured : 40

(c) Houses Damaged : 1766

(d) Following roads are blocked:-

i. Mansehra - Muzaffarabad

ii. Muzaffarabad - Chakothi

iii. Neelum Valley road

(2) Relief Activities

(a) Relief Items Provided

i. Tents : 1000

ii. Food Packets : 6000

iii. Plastic Mats : 2000

iv. Blankets : 4000

v. Generator : 2

(b) Misc Relief Efforts

i. 550 x families were rescued to safe areas.

ii. 600 x families are being provided food since 30 July.

iii. 2 x Helicopters of Anti Narcotics Force earmarked for relief activities in AJ&K could not operate due to bad weather.

iv. UN OCHA has been requested to undertake rapid need assessment in AJ&K.

(3) Challenges Being Faced

(a) Sustenance of people in Neelum and Shunter Valleys.

(b) Restoration of the road infrastructure.

f. Gilgit Baltistan

(1) Summary of Losses (Details attached)

(a) Deaths : 6

(d) Following roads are blocked:-

i. Gilgit – Ghizar

ii. Gilgit – Rawalpindi

iii. Gilgit – Khunjrab

i. Individuals Rescued: 955

ii. Food Items : 15400 lbs food items

iii, 3x dead bodies of Air Blue Crash

iv. 1105 x families are being provided with shelter and food by the PDMA of Gilgit Baltistan.

v. 60% restoration work of Road Gilgit – Ghizar road has been completed.

vi. On request of Chairman NDMA, PIA authorities have agreed to increase the daily flights to Gilgit Baltistan as under:-

bb. Gilgit Baltistan : 3

(3) Challenges Being Faced

(a) Sustenance of the population of Gilgit – Baltistan due to severance of KKH.

(b) District Ghizar is cut off from the rest of Gilgit Baltistan.

(c) Looming disaster situation in the wake of land slides and formation of lake at Atta abad.

g. Misc Activities

(1) Donors conference was held at NDMA Headquarters PM’s Secretariat to coordinate the foreign support for flood affectees.

(2) NDMA WILL BRIEF THE Cabinet members and Ambassadors of various countries on the latest flood situation on 4th August 2010.
