1.Background to the CBE

The Council for the Built Environment (CBE) is a statutory body established under the Council for the Built Environment Act (no. 43 of 2000). It is an overarching body that coordinates the six Professional Councils (Architecture, Engineering, Landscape Architecture, Project and Construction Management, Property Valuation and Quantity Surveying – all operating within the Built Environment) for the purpose of promoting good conduct within the Profession, transforming the professions and advising Government on issues relating to the Built Environment. The CBE is a schedule 3(a) public entity and is subject to compliance with the Public Finance Management Act (PFMA) Act No. 29 of 1999 and Treasury regulations.

2.Background to the Assignment

The CBE is moving to a new premises and this has necessitated the purchase of new office furniture.

The CBE wishes to invite bidders to supply, deliver and install the following items of office furniture. All chairs must have at least a 5 year warranty and upholstered chairs be covered with a stain protector. All tables should have a warranty in terms of industry standard.

4.Project timeframes

The estimated timeline for completing the scope of work is 4 weeks from the date of signing the engagement letter.

5.Evaluation Process:

The following evaluation process shall be followed:

5.1Basic Compliance:

a)Potential service providers must be registered on the National Treasury Central Supplier Database (CSD).Please submit your CSD Registration Reportcontaining your MAAA number and 36 digit code. This contract will not be awarded if the service provider is not registered on the CSD and has a non-compliant tax status reflected on the Report.

b)All Supply Chain Management compliant (required) documents have been submitted. These include: SBD 1, 3.1,4, 6.1, 8 & 9 and General Conditions of contract (GCC).

c)Service providers must attend a compulsory site inspection on 21 February 2017 at 10:30 at 121 Muckleneuk street, NieuwMuckleneuk, Pretoria. Samples and or pictures of items to be suggested as per point 3 must be presented.

5.2Evaluation Phases:

  • Phase 1: Technical Evaluation

Bidders will be evaluated against the specification mentioned under paragraph 3 above in accordance with the samples presented.

  • Phase 2: Calculation of points

Please note for quotations or bids above R30 000 up to R1 Million, CBE evaluates these in terms of the 80/20 preference point system where:

80 points are allocated for price and 20 points are allocated for the service provider’s B-BBEE Level of Contribution. A B-BBEE certificate must be submitted to substantiate claims for preference points.

Please note that the proposals will be evaluated using the 80/20 preference point system.

During phase 2, points for price will be calculated for all shortlisted service providers in accordance with the following formula:

Pmin=Rand value of lowest acceptable quotation

  • The final points will be calculated as follows:

Points for price:80 points

B-BBEE Status Level of Contribution: 20 points

Final points: 100 points

A recommendation for award will then be formulated for approval by the relevant delegated authority.

  • All contract prices are inclusive of 14% Value Added Tax (VAT), except in the case of a person that is not required to register for Value Added Tax.
  • All prices shall be quoted in the South African currency.
  • Prices quoted must be firm.

  • The CBE reserves the right to appoint or not to appoint the service provider in line with its internal policies. Communication will be limited to shortlisted service providers.
