DRAFT MINUTES OF BRAYFORD PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL ON THURSDAY 21st JULY 2016 at 7.30 p.m.

PRESENT: N. Barrow (Vice-Chairman), M. Naden, T.George, G. Collier, Ray Dart, K. Leworthy, Jane Jeyes and Disrict Cllr. R. Edgell. Joe Poole and Margaret Hartnoll, Acting Parish Clerk, in Attendance. C. Cllr. J. Yabsley came at 8 p.m.

1. APOLOGIES were received from B. Symons and S.MacAllister.

2. PUBLIC PARTICIPATION

Helen Greenidge, David Milton and Mrs. Margaret Faulkner.

Mrs. Faulkner expressed her thanks, on behalf of Charles village, for the swift filling-in of potholes.

Mrs. Faulkner is concerned that the line of beech trees at present obscuring the quarry from Welcombe Farm and the village, could be felled while clearing work is being carried out by Hansons. It is anticipated that a planning application is coming up. Cllr. Collier agreed to check the original plans and then write to N.D.C. saying that a previous planning consent states that the trees should be grown. If they are not protected they could be cut down, as the present workings are very close to this line of trees.

3. APPROVAL OF THE MINUTES DATED 23rd JUNE 2016 – Ray Dart approved and

M. Naden seconded that the minutes are signed as correct.

4 MATTERS ARISING:

i) H.M. The Queen’s Birthday medals – Cllr. Jeyes confirmed that all medals have been distributed and the Clerk will bank £36.

ii) TEAM MULTI ACADEMY TRUST

(a) Grass cutting of the Play Area – “The Trust has agreed to pay for and organise the periodic strimming of the play area. The work will be undertaken as and when necessary” The grass is long at the present time and the Clerk was asked to enquire if the grass can be cut during the school holidays.

(b) Rosie Phillips from Michelmores, Solicitor has sent the Draft Lease and Lease Plan to be reviewed and agreed. Copy with District Cllr. Edgell for him to look through and return to the Chairman with comments.

(b) TAP FUND Joe Poole has applied for a Grant of £330 (i.e. £1.10 per electorate), which will be half the expected cost. The Parish Council would hope to match this sum.

(c) WEBSITE UPDATE – although David Swash is happy to run the website, he is concerned that it is out-dated and has said that Mr.Steve Warren has expressed an interest in modernising it. Cllr. Jeyes offered to talk to Steve Warren about doing this and will report back.

5. NEIGHBOURHOOD WATCH – nothing to report.

6 LENGTHSMAN – trees/bushes need cutting back at the top of Shop Hill. Pothole at Newtown, near Turnpike Cottage and still many pot-holes to be repaired at Whitefield.

7. PROJECTS UPDATE

i) Solar Panels – community fund payment expected shortly

ii) Hand drivers – when Buckinghams’ invoice arrives Cllr. Jeyes will send it directly to Bev Triggs at N.D.C. to be paid for from Distrtict Cllr. Edgell’s grant.

8. PLANNING APPLICATIONS

Erection of 1 local needs house and workshop at Little Bray, Brayford. Ref: 61307.

Granted: Lawful development certificate for existing use of a caravan used as a dwelling house at The Lodge, Mockham Down. Ref; LS/TB/13661.

9. FINANCE

Nat.West.Statements dated 1st July 2016: Current Account, £4,377.75, Reserve Acct., £23,238.80 and Current Acct. No. 2, £10.90.

(Included in the Reserve Acct.: Parish Paths, £452; Play Area, £979.29; Church Bells, £2,960, possible Election costs, £850).

Outgoings: Salary of Parish Clerk, £117.84.

10. MEETINGS ATTENDED – none.

11. UPDATE ON LOCAL MATTERS FROM DISTRICT COUNCILLOR EDGELL

The Gateway to northern Devon: A Strategy for the North Devon Link Road booklet was distributed. Both Richard Edgell and Jeremy Yabsley emphasised the importance of every Parish Council completing the D.C.C. on-line survey and sending their opinions by end-July – if they want to support this - so that the Council can send in its bid for funding to the Government. Much discussion took place. Cllr. Collier agreed to do the on-line survey and send comments.

County Cllr. Yabsley has been driving round the county checking that potholes have been repaired.

Devolution and funding from central Government was also discussed.

12. CORRESPONDENCE

Michelmores Lease Plan and Draft Lease loaned to Richard Edgell.

13. MATTERS BROUGHT FORWARD AT CHAIRMAN’S DISCRETION

Notice-board at The Nook is leaking – it was suggested that Mr. Mick Smith is asked to look at it.
