Frequently Asked Questions:

1. Where do I go to find information on how to apply for an NOBC or AQD?

- BUPERSINST 1001.39F, Chapter 9. Please note that the application letter (Figure 9-2) must now be addressed to: Commander, Navy Personnel Command (PERS-911). Additionally, the NPC website is: http://www.public.navy.mil/Bupers-NPC/Career/RESERVEPERSONNELMGMT/OFFICERS/Pages/NOBCAQD.aspx

2. Where do I go to find out which NOBC/AQD I qualify for?

- NAVPERS 15839I, Volume 1, PARTS C & D

http://www.public.navy.mil/bupers-npc/reference/noc/NOOCSVol1/Pages/default.aspx

3. Why are NOBCs disapproved?

- Application lacks supporting documentation (FITREPS, awards, RUAD, orders, etc.).

- The member does not have enough time to qualify (a minimum of 5 months of active duty experience or 18 months of Reserve experience has to be demonstrated for most NOBCs).

- Application received without Command Endorsement.

- The applicant requested more NOBCs than authorized (more than 5).

4. Why are AQDs not approved?

- The application does not specify the AQD requested.

- The AQD manual does not recognize the certificate provided.

5. Why does my application still have to go before a PERS-9 subject matter expert when my CO endorsed my NOBC request?

- The endorsement only supports your request and informs the chain of command that you are requesting such codes. The endorsement does not guarantee approval or that you qualify for the NOBC/AQD. Requests are vetted by a PERS-91 subject matter expert to ensure they meet the requirements for approval. This standardized process endues consistency for awarded qualifications and provides the Apply Board a reasonable level of confidence that the awarded codes meet the criteria as set forth in guidance.

6. When can I expect to see my record updated from this board?

- If your NOBC/AQD is approved, the newly awarded code(s) will be posted to your OSR. No official notification of approval will be sent.

- If your request for an NOBC/AQD is not approved, you will be notified by official correspondence.
