The purpose of this paper is to provide the Welsh Government with a report on Public Health Wales’ workforce and organisational development issues for 2010/11.

1Workforce Indicators

1.1Sickness absence April 2010 to March 2011

Public Health Wales was set a target for sickness absence by the Welsh Government of 3.4%. In the period April 2010 to March 2011 the overall sickness absence for Public Health Wales was 3.27%.This figure rose slightly to 3.29% by May 2011.

1.2Staffing levels April 2010 to March 2011

Public Health Wales’ workforce grew by 22FTEs during 2010/11, due to the addition of ten clinical services staff and the TUPE transfer of finance staff from Velindre NHS Trust to Public Health Wales. This trend continued in the early part of 2011/12, as HR staff TUPE transferred from Velindre to Public Health Wales.

1.3Total pay spend April 2010 to March 2011

The above graph shows the monthly trend for total pay spend for Public Health Wales. This includes all elements of pay that are paid via payroll, including on costs, but excludes all payments made via invoice, such as agency costs.

1.4Variable pay cost April 2010 to March 2011

Variable pay costs account for approx 5.25% of overall pay expenditure within Public Health Wales. This compares to an average of 15% for NHS Wales

1.5Turnover rate April 2010 to March 2011

The turnover rate for PublicHealth Wales from April 2010 to March 2011 was 8.4%. The overall turnover rate is within an acceptable range.

2Board and senior staff appointments

Public Health Wales has appointed Dr Peter Bradley as Executive Director of Public Health Development, following a recent recruitment process. Dr Bradley is currently Director of Public Health for Suffolk PCT and County Council and will take up post in November 2011.

Interviews are taking place for Public Health Wales’ vacant Non Executive Director on 3 October 2011.

During 2010/11 and 2011/12, Public Health Wales has made a number of appointments to develop and strengthen public health capacity in Wales. These have included: the appointment of nine locally basedConsultants in Public Health, an additional Consultant in Environmental Health Protection, a Consultant lead for the Childhood Heights and Weights Programme, an Assistant Director of Screening and five Health Intelligence Analysts.

3Workforce modernisation

Public Health Wales is currently undertaking and contributing to a number of strategic workforce modernisation projects. These include: the implementation of theAbdominal Aortic Aneurysm Screening Programme, workforce reconfiguration following the implementation of digital mammography, the reconfiguration of microbiology services and the harmonisation of on-call arrangements.
