INTRODUCTION

This publication presents data on recipients of degrees from Israel’s universities, as well as from the Open University and other institutions of higher education in 2005/06. The data are based on processing of the files of those institutions. Data collection and processing were carried out by the Central Bureau of Statistics, and the survey was commissioned by the Planning and Budgeting Committee of the Council for Higher Education. We would like to thank the participating academic institutions for their cooperation.

1.Main Findings

1.1Recipients of Academic Degrees

In 2005/06, the academic institutions in Israel awarded academic degrees to 52,639 students: 38,067 were first degrees, 12,396 were second degrees, 1,209 were third degrees and 1,089 were diplomas. Of the first-degree recipients, 19,014 received their degrees from universities, 1,902 from the Open University, and 17,151 from other institutions of higher education. Of the second-degree recipients, 11,093 received their degrees from universities, 183 from the Open University, and 1,120 from academic colleges. Third degrees were awarded only by the universities.

In 2005/06, the number of first-degree recipients from universities rose by 6.7% compared with the previous year, after a drop in the number of first-degree recipients in recent years. In other institutions of higher education there was a moderate rise in the number of first-degree recipients in 2005/06 - a rise of 2.3%, compared with a rise of 11.8% in 2004/05 and 8.2% in 2003/04. In the Open University the number of first-degree recipients rose by 2.4% compared with 2004/05.

1 Geometric average.

There are differences between universities and colleges in the distribution of fields in which degrees were awarded. In 2005/06, most of those receiving first degrees in Education and Teacher Training, Business and Management Sciences, and Law were from colleges (These fields constitute approximately 62.1% of all first-degree recipients in colleges). In Education and Teacher Training, 5,837 degrees were awarded by colleges (92% of first-degree recipients in Education and Teacher Training), compared with 525 awarded by universities; in Business and Management Sciences, 2,570 degrees were awarded by colleges (78.4%) compared with 708 awarded by universities; and in Law, 2,159 degrees were awarded by colleges (71.8%) compared with 847 awarded by universities. In contrast, most recipients of first degrees in the Humanities (81.6%), Social Sciences (69.7%), Paramedical studies (89.6%), Biological Sciences and Agriculture (88.9%), as well as in Engineering and Architecture (54.1%) were from universities (These fields constitute approximately 89.1% of first-degree recipients in the universities). In Medicine and Physical Sciences, degrees were awarded only by universities. In the fields of Education and Teacher Training and Law, there was a drop in the number of degree recipients in the universities, and a rise in their numbers at the colleges. 1.2Recipients of Academic Degrees from the Universities (Tables 1-9)

In 2005/06, 19,014 students (59%) received first degrees; 11,093 (34.4%) received second degrees, of whom 385 students received medical degrees (M.D.) and 54 received degrees in dentistry (D.M.D.). 1,209 students (3.7%) received third degrees. The number of degree recipients in 2005/06 rose by 4.8% compared with 2004/05; those receiving first degrees rose by 6.7%, those receiving second degrees rose by 3.6%, and those receiving a third degree rose by 0.2%.

The percentages of recipients of degrees in the Social Sciences were 32% at the first degree level, 19.5% at the second degree level, and 14.4% at the third degree level. The percentages of recipients of degrees in Business and Management Sciences were 3.7% at the first degree level, 21% at the second degree level, and 2.6% at the third degree level. The percentages of recipients of degrees in Mathematics and Natural Sciences were 16.4% at the first degree level, 12.5% at the second degree level, and 38.5% at the third degree level (see Table C).

Among first-degree recipients the rise in the number of degree recipients in Business and Management Sciences, as well as in the Physical Sciences and Agriculture, should be noted. Among first-degree recipients there was a slight drop in the number of degree recipients only in the Humanities; Mathematics, Statistics and Computer Sciences. The number of first-degree recipients in the Humanities, Law and Mathematics, Statistics and Computer Sciences remained similar to that of 2004/05. There was a rise in the number of second-degree recipients in Paramedical studies and Biological Sciences. However, there was a drop in Business and Management Sciences and Agriculture. At the third degree level, there is a substantial rise in the recipients of degrees in Medicine, Agriculture and Engineering and Architecture. However, there was a drop in Law and the Physical Sciences (see Tables 1, 3).

Completion of a second degree with a thesis may point to an intention or possibility of continuing studies towards a third degree. Therefore, an analysis of the data over a period of years is important in order to understand the phenomenon. During the period of 1990/01 to 2005/06, in all fields other than Business and Management Sciences, there was a rise in the number of second-degree recipients with a thesis. However, the relative ratio of second-degree recipients dropped in all fields, especially in Business and Management Sciences, as well as in Law. In the rest of the fields, the drop is more moderate. Among second-degree recipients there was a rise in the number second-degree recipients with a thesis, and their ratio was 35%. In the fields of Business and Management Sciences, Paramedical Studies, Mathematics and Natural Sciences and Agriculture, there was a rise in the percentage of those who finished with a thesis; in Social Sciences, Law and Engineering and Architecture there was a drop. During the period of 1990/01 to 2005/06 the number of second-degree recipients without a thesis rose by an average of 17% annually, compared with a rise of approximately 5% annually, on average, in the number of second-degree recipients with a thesis. The percentage of recipients with a thesis was particularly low in Business and Management Sciences and in Law (see Table 8).

23.9% of all first-degree recipients were from Bar-Ilan University, 26.1% of all second-degree recipients were from Tel Aviv University, and 23.5% of all third-degree recipients were from the Hebrew University (see Table F).

At Tel Aviv University and Bar Ilan University the number of all degree recipients rose by approximately 12% and 10%, respectively. At Haifa University and at Ben Gurion University there was a rise of approximately 2% in the number of first-degree recipients. At Hebrew University their numbers dropped by approximately 2%.

The number of first-degree recipients rose at the Tel Aviv, Bar Ilan, Haifa and Ben-Gurion universities by 6-13%. At the Hebrew University and the Technion their numbers dropped by approximately 3%. The number of second-degree recipients rose at Tel Aviv University (15%) and Bar Ilan University (9%). The greatest drop was at Ben-Gurion University (12%), and at Haifa University there was a drop of 2%. In third degrees there was an outstanding rise of more than one-quarter at Ben-Gurion University, and a rise of 23% at Haifa University. Tel Aviv University had a rise of 8%, and the rest of the institutions had a drop in the number of third-degree recipients (see Table 2).

The proportion of women out of all degree recipients in 2005/06 was 57.7%. At the first-degree level there was a slight drop in the ratio of women, and at the second-degree level their share rose. At the third-degree level their proportion dropped to 51%. In most fields, at all degree levels, women are approximately one-half and more of all degree recipients, except for Medicine; Engineering and Architecture; Mathematics, Statistics and Computer Sciences; and Physical Sciences. However, the upward trend continues in the share of women in Engineering and Architecture, which reached 27.4% of all first-degree recipients, compared with 21.9% in 1999/2000. At all the institutions, except for the Technion and the Weizmann Institute, the ratio of women is higher than 50% (see Table 5).

1.3Recipients of Academic Certificates from the Universities (Table 10)

In 2005/06, 1,244 students received academic certificates: 1,044 received teaching certificates and 200 received other certificates. 742 of those receiving teaching certificates received only that certificate, and the rest received that certificate in addition to an academic degree. 63% of the teaching certificates were awarded in the Humanities, 22.2% were in Social Sciences, and 15.2% were awarded in Natural Sciences, Mathematics and Engineering. 21.8% of all recipients of teaching certificates were men, similar to 2004/05, compared with 17.7% in 2003/04.

1.4Recipients of Degrees from the Open University (Table 11)

In 2005/06, there were 1,902 recipients of first degrees from the Open University, 183 recipients of second degrees, and 25 recipients of teaching certificates. Approximately 89% of all first-degree recipients from the Open University received degrees in the Humanities and Social Sciences, of which 588 were in Management Sciences. The rest were in Natural Sciences and Mathematics, of which 131 were in Computer Sciences. Second degrees were awarded mainly in Business Administration (75%), Political Science (18%) and Computer Sciences (6%).

1.5Other Institutions of Higher Education (Tables 12-15)

Other institutions of higher education awarded 18,271 academic degrees. Of those, 17,151 were first degrees and 1,120 were second degrees, mainly in Business Administration. The number of first-degree recipients at academic colleges rose by 2.3% compared with 2004/05, and the number of degree recipients at teacher-training colleges dropped by 2.8%. The number of second-degree recipients rose by 39%, from 805 second-degree recipients in 2004/05 to 1,120 in 2005/06 (see Table 14).

In 2005/06 a first degree was awarded for the first time at the Academic College of Engineering in Jerusalem, and a second degree in Judaism at the Schechter Institute and the Lander Institute.

A second degree was awarded for the first time at the academic colleges in the following subjects: Judaism, Psychology and Computer Sciences.

There was a significant rise in the number of degree recipients in Law (1,811 in 2004/05compared with 2,159 in 2005/06), compared with the drop in degree recipients in Business Administration (1,853 compared with 1,696) and in Computer Sciences (1,065 compared with 616), respectively.

2.Source of the Data

The data on recipients of degrees from universities are based on processing of files from the institutions, which were prepared after the graduation ceremonies for the academic year under review. The files included some personal data, as well as data on the studies completed by all of the graduates. The data for years prior to 1979/80 are based on questionnaires or on lists of graduates published by the universities close to the time of the graduation ceremonies.

The data on the Open University are based on statistical reports that were received after the graduation ceremony for the academic year under review. As of 1997/98, the data are based on processing of files from the Open University, which were prepared after the graduation ceremonies for the academic year under review.

The data on recipients of degrees from other institutions of higher education are based on processing of files from the institutions, which were prepared following the graduation ceremonies for the academic year under review, and included personal data as well as data on the studies completed by the graduates.

3.The Population and the Period of Reference

The population of degree recipients for a given year includes all of those who received or were entitled to receive a degree at one of the graduation ceremonies held during the academic year under review.

b.A recipient of a degree/diploma: any person who received from any of the above-mentioned institutions a degree recognized by the Council for Higher Education, including any person who received a diploma conditional on having previously received an academic degree. Those who received two degrees or both a diploma and a degree in the year under review were counted only once, as recipients of degrees.

As of 1986/87, an additional tabulation was carried out for all recipients of teaching certificates, according to the subject which they were qualified to teach (Table 10).

5.Classifications and Explanations

Academic Degree/Diploma:

A distinction has been made between academic degrees and other academic diplomas, as follows:

Academic Degree

The academic degrees were classified into three groups:

-First degree[1], such as B.A., B.Sc., B.Tech., B.Ed.

- Second degree, such as M.A., M.Sc., M.B.A., as well as M.D. and D.M.D. in medicine.

-Third degree, such as Ph.D., Dr.Sc.

Academic Diploma

Included are diplomas which require a first academic degree as a prerequisite, such as: a teaching certificate, a diploma in translation, a diploma in museum sciences, a diploma in library sciences, etc.
