Transition Arrangements

This qualification has been reviewed and replaced by the New Zealand Certificate in Bituminous Surfacing Construction (Level 4) with strands in Bituminous Mixes, Chipseal, and Slurry [Ref: 2686] and the New Zealand Certificate in Bituminous Product Manufacturing (Level 4) with strands in Binder Manufacturing Operation, Bituminous Mixes Operation, and Bitumen Spraying Operation [Ref: 2687].

The last date for entry into training programmes for the replaced qualification is 31 December 2015. The last date of assessment for the replaced qualification is 31 December 2018.

People currently working towards achievement of this qualification may either complete the requirements for that qualification or transfer their results to the replacement. However there are substantial differences between the new and the replaced qualifications, and it is recommended that candidates complete the qualification in which they are enrolled.

For the purposes of this qualification, people who have gained credit for these earlier standards are exempt from the requirement to gain credit for the replacement or substitute standards – see table below.

Purpose

This national certificate is designed for experienced designers of chipseal pavements working in the chipseal surfacing industry in a contracting or consultancy context. The holder of the qualification is able to demonstrate knowledge of materials and plant for chipseal surfacing, work safely in the pavement surfacing industry, and design chipseal pretreatments and surfacings including polymer-modified types.

All the standards are compulsory. They recognise competence in applying knowledge of materials and plant for chipseal surfacing, polymer-modified types, and safe working practise in the pavement surfacing industry.

This qualification shares some standards with the National Certificate in Pavement Surfacing (Multiple Sites Supervision) (Level5) with strands in Asphalt and Chipseal, and with an optional strand in STMS Level 2 and 3 Roads [Ref:1426] and the National Certificate in Pavement Surfacing (Bulk Bitumen Equipment) with strands in Gangbar Sprayer, Handbar Sprayer, and Tank Wagon [Ref:1427].

Credit gained for a standard may be used only once to meet the requirements of this qualification.

Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (ID). Any version of a standard with the same Id may be used to meet qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Transition Arrangements

Version 5

Version 5 of this qualification was issued following a planned review taking account of changes to classifications and a review of standards in the Pavement Surfacing subfield, and the registration of standards in the Civil Infrastructure Health, Safety and Environment domain.

Changes to structure and content

  • title updated by removal of strands
  • classifications, titles, levels, and credits of reviewed standards updated
  • standards 17670 and 17671 moved from strands to compulsory
  • standards 1505 and 20463 added to the qualification
  • optional strands in Emulsions and Polymers removed from the qualification
  • expiring standards 1495, 1496, 1499, 14664, 17674 and 17675, and standards 5627, 5628, 6401 and 6402, not included in the qualification – see exemptions below (where applicable)
  • level increased from 4 to 5.

People currently working towards version 4 of this qualification may either complete the requirements for that version or transfer existing credits to version 5.

New trainees will be enrolled in programmes leading to the new version of the qualification.

It is not intended that anyone is disadvantaged by this review, and the above arrangements have been designed for a smooth transition. However, anyone who feels they have been disadvantaged may appeal to InfraTrain New Zealand at the address below.

Previous versions of the qualification

Version 4 was issued following the addition of two new optional strands and the updating of reviewed standards, names of standard setting bodies, and title.

Version 3 was issued following the addition of standard 8021 and increased credit total.

Version 2 was issued to take account of a review of Pavement Surfacing standards which resulted in increased level and credits.

This certificate will display the logos of NZQA, InfraTrain New Zealand and the accredited organisation.

Quality Management Systems

Providers and Industry Training Organisations must be accredited by a recognised Quality Assurance Body before they can register credits from assessment against standards. Accredited providers and Industry Training Organisations assessing against standards must engage with the moderation system that applies to those standards. Accreditation requirements and the moderation system are outlined in the associated Accreditation and Moderation Action Plan (AMAP) for each standard.
