Sealed bids for construction of the following project will be received at the Office of the Red River Waterway Commission, located at 5941 Hwy 1 By-Pass, Natchitoches, Louisiana, mailing address: P. O. Box 776, Natchitoches, Louisiana 71458, until Thursday, October 9, 2014 at 2:00 p.m., at which time and place bids will be publicly opened and read. In accordance with Act No. 590 of the 2008 regular session of the Louisiana Legislature, bids may be submitted electronically at The RRWC will not be responsible if the bidder cannot complete and submit a bid electronically due to any cause. No bids will be received after 2:00 p.m.

Pre-Bid Conference:
A non-mandatory pre-bid conference will be held on Tuesday, September 23, 2014 at 10:00 a.m. at the Red River Waterway Commission office at 5941 Highway 1 Bypass, Natchitoches, LA 71457.
Plans and specifications can be viewed at However, in order to submit a bid and have it accepted, complete bidding documents MUST be obtained from the Office of the Red River Waterway Commission. RRWC shall maintain the official record list of prime bidders. Bidders MUST register with RRWC as a prime bidder. This will be required to assure distribution of additional bid information if required.
Bids must be submitted on the Louisiana Public Works Bid Form and Bid Bond (Section 00300 of the Specifications), provided by the Commission, must be prepared in accordance with Section 102 of the 2006 Louisiana Standard Specifications for Roads and Bridges and must include all information required by the bid form. No bids will be considered by the Red River Waterway Commission unless they are filed within the time stated, in a sealed envelope, and the sealed envelope addressed to the Red River Waterway Commission, P.O. Box 776, Natchitoches, Louisiana 71458-0776, with SEALED BID, RRWC PROJECT NO. 03-07, the Contractor's name, Contractor's license number, Contractor's address, bid opening time and bid date clearly marked on the outside. Bid forms will not be issued later than 24 hours prior to the time set for opening bids. Contractors that wish to submit electronic bids may be charged a fee by BidSync. In addition, contractors shall be required to obtain a digital signature certificate prior to submitting bids online. The bid bond required for this project may be submitted online. If electronic bidding is utilized, a bid bond, if not submitted electronically, must be delivered by the Contractor to the RRWC in a sealed envelope as specified above prior to the date and time of bid opening.
Additional items required to be submitted with the Bid and Bid Bond are: Authorization Form (00415-1) (when applicable), and Certificate of Contractor's Active License (00415-4) (LA. R.S. 37:2163) (exemption to this requirement, if any, shall be stated on the outside of the bid envelope). Additional information relative to licensing may be obtained from the Louisiana State Licensing Board for Contractors, Baton Rouge, Louisiana.'
The contract will be awarded to the lowest responsible bidder without discrimination on grounds of race, color, sex or national origin. Disadvantaged businesses will be afforded full opportunity to submit bids.
Failure to comply with these requirements will result in rejection of the bid. Bid forms are available at the Red River Waterway Commission office, or will be mailed to prospective bidders upon request, telephone number 318/352-7446. Each bid shall be accompanied by either a certified check, cashier's check or a bid bond guaranteed by a surety or insurance company meeting the requirements of La. R. S. 38:2218, in an amount equal to 5% of the total bid amount, including all alternates. The certified check, cashier's check or a bid bond must be made payable to 'State of Louisiana, Red River Waterway Commission'. The checks shall be forfeited, or the amount of the bid bond shall be paid, to the Commission if the bidder fails to make the required payment, performance and payment bond, fails to execute the contract, or fails to comply with any provision necessary for execution of the contract required in connection with the bidder's bid.
If the proposal guaranty submitted by a bidder is in the form of a bid bond, this bond must be similar in all respects to the form of the "Bid Bond" sheet included in the Bid Package. The bid bond must be signed by the authorized officer, owner or partner of the bidding firm, or each firm representing a joint venture; and must be counter-signed by a person who is under contract with the surety company or bond issuer as a licensed agent in this state and who is residing in this state.
Each bidder represents that his bid is based upon the materials and equipment described in the bidding documents.
In the bidding documents, whenever any particular materials, processes, and/or equipment is indicated or specified by patent, proprietary, or brand name, or by name of manufacturer, such wording shall be deemed to be used for the purpose of facilitating description of the materials, process and/or equipment desired, and shall be deemed to be followed by the words 'or approved equal'. 'Approved equal' clauses do not permit bidders at their discretion, to select substitute materials, processes and/or equipment in lieu of those specified or indicated.
Bidders desiring to quote on material, methods or equipment other than those specified in the Bid Package or drawings comprising a part thereof, or in a previously approved Addendum, may do so only by submitting a written request to the Project Manager for approval. Such request shall be submitted no later than ten (10) days prior to date for receipt of bids and shall include a complete description of the proposed substitute, name of the material or equipment for which it is to be substituted, drawing, cuts, performance and test data and any other data or information necessary for a complete evaluation.
If the Project Manager approves a proposed substitution, such approval will be set forth in an Addendum issued to all bidders prior to bid opening. No other approval is valid.
The Bid Package may be seen at the RED RIVER WATERWAY COMMISSION office, 5941 Highway 1 Bypass, Natchitoches, Louisiana 71457. Upon request, the Executive Director or a member of his staff will show the work site. Bidders must satisfy themselves by personal examination of the site and location of the proposed work, examination of the drawings and specifications, examination of the details and requirements of the work, and the accuracy of the estimate of the quantities of the work, and give the Project Manager written notice of all conflicts, errors, or discrepancies that bidder has discovered in the Bid Package.
Prior to award, the successful bidder will be required to provide an Attestation for Past Criminal Convictions, and an affidavit stating that the contractor has verified that all employees are legal citizens or legal aliens using the E-Verify System (Section 00415). The successful bidder will also be required to sign the Contract and submit the Payment and Performance Bonds as required by the Red River Waterway Commission (Section 00500).

No bidder may withdraw his bid within forty-five (45) days after actual date of the opening thereof, except as prescribed in R.S. 38:2214c.
