A MEETING OF NEWCHURCH PARISH COUNCIL WAS HELD AT THE PARISH HALL, NEWCHURCH, AT 7.00 PM ON MONDAY 18TH AUGUST 2014.

MEMBERS PRESENT: Councillors Bevan, Davison, Earley, Llewellyn, Richards and Vincent..

7.30pm to 7.45pm time allocated for residents of Newchurch Parish to speak to the Council on Parish matters.

117/14 TO RECEIVE APOLOGIES FOR ABSENCE

Councillor’s Harris and Rouse.

Councillor Richards joined the meeting at 7.40pm.

118/14 DECLARATIONS OF INTEREST

119/14 TO RECEIVE THE MINUTES OF THE MEETING HELD ON 28TH JULY 2014.

On the proposition of Councillor Llewellyn, seconded by Councillor Earley, it was

RESOLVED: That the minutes of the meeting on 28th July 2014 be approved.

120/14 HOUSING NEEDS SURVEY - PRESENTATION BY SHARON PACKER

Ms Packer was the provider of the Housing Needs Survey section of the Parish Plan completed in 2008.

Ms Packer advised that since such time the necessary considerations in forming a survey had broadened. The focus had previously been solely on affordability but other factors were now also taken into consideration such as inward and outward migration. All tenures were now considered including those led by private developers or those forming part of government created schemes.

She advised that it was the Spectrum Housing Association office based at Christchurch that was looking at the potential development of a small local site. The contact point was Kate Walker.

It was advised that for her to fully produce an updated Housing Needs Survey that would be lodged with the IWC as a subsidiary planning document, giving the Parish more input into local planning decisions, the cost would be between four and five thousand pounds.

The Council thanked Ms Packer for her informative presentation and it was –

RESOLVED: That consideration of a Housing Needs Survey be on the Agenda for the October meeting.

121/14 TO RECEIVE AND APPROVE FINANCIAL REPORTS

On the proposition of Councillor Vincent, seconded by Councillor Bevan it was

RESOLVED: a) To approve the financial report for July 2014.

b) To approve payment of cheques 2185 to 2189.

122/14 ISLE OF WIGHT COUNCILLORS REPORT

Councillor Richards had been invited to the Blackwater Flood Defence Committee, he had attended the

first day of the Planning Inspectors enquiy regarding proposed development at Arreton. He advised that

Arretons Housing Needs Survey had not been produced by its Parish Council and reported on the severe

shortage of staff at IWC due to imposed spending cuts. He had also been present at the Garlic Festival.

Trees overhanging highways were of a continuing problem and the speed sign at Langbridge was again no

longer visible.

RESOLVED: That the report be noted.

123/14 PARISH COUNCILLORS REPORTS.

Councillor Earley reported on the monthly crime figures which demonstrated five incidents including a

burglary, a theft and vehicle incidents.

Councillor Llewellyn reported on white lines that had been painted outside 42 Forest Way, and enquired

whether this was lawful.

Councillor Bevan reported the sad news of the death of Mr Keith Newbery, a former parish councillor and

well known local resident.

Councillor Vincent reported on a presentation at the NPSCA and the improved arrangements between the

two local football sides.

Councillor Richards reported the death of local resident and past employee Mr Ken Salter. He also

reported on the critical medical condition of Mr Dominic Colbec.

Councillor Davison reported on the current situation with the IWC Beach cleaning contract. A letter would

be received shortly from the IWC regarding the proposed share of funding it was requesting from parish

and town councils.She also reported on two forthcoming training events on Community Right to Challenge

and on Contracts & Tender procedures.

RESOLVED: 1.That the reports be noted and the white lines situation at 42 Forest Way be clarified.

2. That the Council records its sadness on the deaths of Mr Keith Newbery and Mr Ken

Salter..

124/14 CLERK TO REPORT ON CORRESPONDENCE RECEIVED PRIOR TO THE MEETING.

A list of correspondence had been circulated prior to the meeting. Groundsells were to meet with the

Clerk on site to price work for the cemetery, community garden and Ash tree.

RESOLVED: That the correspondence be noted.

125/14 PLANNING APPLICATIONS

The following applications had been made –

TCP/09487/C: Leawood, Alverstone Road, Queen Bower. Dormer window on rear elevation in

connection with conversion of roof space into living accommodation.

TCP/22950/C: Popes Farm, Newchurch. Removal of Condition to allow new windows and Bay window.

TCP/18303/J: Cheverton Holiday Park, Scotchels Brook Lane, Sandown. Demolition of Cheverton

Cottage and replacement with two dwellings.

TCP/27562/D: The Nook, Canteen Road, Whiteley Bank. Regularisation of works carried out by

previous owner.

TCP/27562/E: The Nook, Canteen Road, Whiteley Bank.Extension of garage and conversion of existing

garage into self contained living accommodation. Retention of first floor unit for carers accommodation.

RESOLVED: 1.That no objection be made to the above applications.

2. That a condition be recommended for TCP/18303/J, in that the new dwellings be only

occupied by the owners or by their employees working at the site.

3. That a condition be recommended for TCP/27562/E that the accommodation remains

one dwelling for ownership and occupation and the units of accommodation could not

be sold individually.

126/14 PLANNING DECISIONS

The following decisions had been made –

1.TCP/16658/C: Appletree Cottage, Main Road, Alverstone.. Demolition of kitchen, cloakroom and

outbuilding. Single/two storey extension to side, single storey extension to rear to provide additional

living accommodation with dormer window to front. Approved

2. TCP/07949/C: Land adjacent to 2 Peartree Cottages, Whiteley Bank. Proposed Hay Barn and

implement store. Refused

3. TCP/18303/H. Cheverton Copse Holiday Park, Sandown. Installation of two secure bicycle

shelters. Approved.

4. TCP/17668/M and LBC/17668/M: Mersley Farm, Mersley Lane, Newchurch. Installation of

bicycle shelter. Approved.

5. TCP/02453/X: Ninham Farm, Ninham, Shanklin. Proposed bicycle storage shed. Approved

6.TCP/06323/J: Rosemary Cottage, Langbridge, Newchurch. Proposed extension to stable block to

provide bicycle store and repair station. Approved.:

RESOLVED: That the decisions be noted.

127/14 WAR MEMORIAL UPDATE

The pre application grant submission made by the Clerk to the War Memorial Trust (WMT) had been

unsuccessful (a copy of the WMT decision had been circulated). The Clerk had subsequently spoken

with Built Heritage Consultancy regarding the proposed project and they had advised that the WMT

was in receipt of extremely large volumes of requests for funding in the Centenary of the commencement

of the Great War. Other sources of funds such as Planning Section 106 monies or the development of a

Heritage Lottery application were discussed and it was agreed to obtain estimates of the likely cost of the

project from local contractors.

RESOLVED: That the above be noted and that the Clerk obtain estimates for the relocation of the

monument.

128/14 POLICY ON RECRUITMENT OF VOLUNTEERS

Policy documents from other local organisations had been circulated by the Clerk

RESOLVED: That the policy document of Bembridge Parish Council be adopted for Newchurch Parish

Council.

129/14 SITING OF PUBLIC SEATS

On the July site visit it was noticed that one of the benches in the grassed area of the churchyard had

been badly broken. After discussion it was -

RESOLVED: To offer one of the newly purchased seats as a replacement.

130/14 DATE OF NEXT MEETING

RESOLVED: The next meeting of the Parish Council would commence at 7.30pm on

Monday 15th September.

The meeting closed at 8.57pm.
