  10. Town Hall User DEVELOPMENT Group

a)To consider the reinvestment of any budget savings from the 16/17 town hall budget for items identified as maintenance works, into kitchen and/or ground floor wc facilities so that they can remain operational. The process and identification of optimum work scope to be delegated to the town hall user development sub-committee to work in conjunction with ethic.

b)To consider ring fencing in the accounts the sum of £3,000 each financial year to contribute to the funding of a cyclical redecoration programme for internal and external redecoration of the town hall.

  1. Finance

a)Financial statement – to note current bank balances and unpresented cheques.

b)Accounts Payable – to approve invoices presented for payment.

c)To note the minutes of the Finance and Governance Committee held on the2nd November 2016

d)To propose paying staff Decembers wages before the next meeting.

e)To propose Cllr Robins attending a Health and Safety for Parish and Town Council course.

  1. Environment

a)To note the minutes of the Environment Committee held on the9th November 2016.

b)To note the response received to 101 calls madeto the police and to consider whether to make a complaint to the Chief Constable of Suffolk and Police Commissioner.

c)To note the emails received from a resident concerning the fire service in Eye and to consider a response from the Town Council.

  1. Strategic Planning

a)Update on the Eye Partnership and the Locality Matters Project.

b) Councillors to consider Eye Town Councils response to proposals by Mid Suffolk District Council to change the designation of sheltered accommodation at Tacon Close, Eye.

  1. Governance

a)Councillors to consider the external audit report and note the recommendations and agree to ensure it includes the correct amount of loan outstanding.

b)That the Finance and Governance Committee undertake a review of the Council’s assets in order to

  • determine the options to ensure best value is derived from the Council’s principal (e.g. land and buildings) assets;
  • inform the Council’s risk management plan;
  • examine the best options for secure storage;
  • identify gaps in the records associated with the Council’s assets

c)To conduct a review of best practice and risk with respect to reserves and to formulate a position statement/policy to inform future practice.

d)

  • To create a new budget line ‘Uniforms’ within the Events budget.
  • To authorise a virement of £300 from the Christmas Lights budget line to the Uniforms budget line.
