NOTICE OF RACE
1. REGATTA ORGANIZERS
Regatta is organized and carried out by the Lithuanian Yachting Union and the Public Institution “Respublikinis buriavimo centras”.
2. RULES
2.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2013-2016, notice of race, sailing instructions.
2.2 Rule 7 (a) of the Laser class rules is restricted as follows:
“Only one person shall be on board whilst racing. The person shall be named on the entry form.”
2.3 Sails shall have the full sail number and national letters in accordance with the Class Rules and RRS. The national letters shall denote the National Authority of which the sailor is a member in accordance with RRS 75.2 and with 1.1 Entry regulations above. This changes RRS Appendix G 1.1
2.4 Appendix P will apply, with some amendments specified in Sailing instructions (SI)
2.5 No National Authority prescription will apply.
2.6 If there is a conflict between languages the English text will prevail.
2.7If there is a conflict between the provisions of the notice of race and sailing instructions, the sailinginstruction must take precedence over the notice of race.
2.8Intending to lodge a protest Optimist class yacht shall notify the finish judges immediately after the finish. It changes rule RRS 61.1(a).
3. ADVERTISING
3.1 The event is “free advertising” as per ISAF regulation 20 – Advertising Code.
3.2 Boats may be required to display advertising chosen and supplied by the Organizing Authority.
4.ELIGIBILITY AND ENTRY
4.1 The regatta is open to all “Finn”; “470“; "Optimist“; “Laser Standard”; “Laser Radial“; “Laser 4.7“ class yachts and RS:X; Techno 293 class windsurfing.
4.2 The entry forms to participate in the competition must be submitted by e-mail, , or by regular mail at: R. Kalantos st.124, LT 52332, Kaunas, not earlier than 30 and no later than 3 days before the start of the competition.
4.3 Participants may pay the entry fee transfer to LYU account LT12 7300 0100 0244 9381 Swedbank, or pay the entry fee in cash on the date of arrival, time of registration by registered applications.
4.5 The "Optimist” class “A” is restricted to sailors who are born in 2000 and younger.
4.6 The "Optimist” class “B” is restricted to sailors who areborn in 2004 and younger
4.7 Proof of age can be required at registration.
4.8 Registration of the participants carried out the first day of the regatta from 9:00am till 11:30am.at Kaunas Sailing School „Bangpūtys“ premises, R. Kalantos Street 124, by submit an application to race form approved by LYU.

6.1 Regatta organizers reserve the right to change the race schedule and the number of races per day.There are three races a day on the first two days of a 3 day series with 2 races on the last day. Never more than three races may be sailed on the same day. If that occurs it, cannot be counted in the score.
6.2 On Sunday October 4, no warning signal will be given after 14:00hrs except after a general recall of a race whose first warning signal had been made before 14:00hrs.
7. SAILING INSTRUCTION
7.1 The approved Sailing instructions will be posted on the official notice board on 2 October 2015 10:00 hrs
7.2 Sailing instructions copies, in Lithuanian and English languages, will be available at Sailing School „Bangpūtys“ premises on 2 October. from 10:00 hrs to 12:00 hrs.
8. THE COURSES
The courses diagrams will be displayed in appendixA of sailing instructions.
9. SCORING
9.1 Competitors are divided and scored in the following categories:
470 – overall
Finn – overall
Laser Standard Men – overall,
Laser Radial Women – overall,
Laser Radial Men – overall
Laser 4.7 Boys– overall,
Laser 4.7 Girls– overall,
RS:X – overall
Techno 293 - overall
Optimist “A” group– overall,
Optimist “B” group– overall.
9.2 Scoring for series results in any of these classes, when racing together (for example Radial M
and F), shall be made by extraction of the rank place from the overall series results and rescored.
9.3 For all classes two races are required to be completed to constitute a series.
9.3 When less than 5 races have been completed, a boat’s series score will be the total of her race scores.
9.4 When 5 to 8 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
10. TEAM AND SUPPORT BOATS
10.1Teams for the 15 yachts group must have a safety boat. The application must contain the number of the boat and sail numbers of boats, for which he is responsible for security. Individual competitions sailors or teams with less than 15 yacht range, the application must provide written approval for boat helmsman, which he undertakes to ensure that the participant (s) safety during the race.
10.2 Team and support boats shall, at all times when afloat, be conspicuously identified by the country name, national letters or national flag of the team they represent.
11. PRIZES
11.1 Prizes for each yacht/windsurfing classes will be awarded in conformity of the categories listed as at item 9.1 above:
11.1.1 Optimist "A" and "B" groups 1-10 places and the top spot in the regatta won the girl.
11.1.2 In all other classes of yachts class will be awarded 1-3 places
11.2 Regatta prizes will be awarded for all classes of the first - third place winners if yacht/windsurfing group started at least four boats, irrespective of the number of applications filed. If started less than four boats is awarded only the first place.
12. DISCLAIMER OF LIABILITY
12.1 The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
12.2 Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to race.
12.3 The participant’s coach or participant, if he has 18 years of age is responsible for boat preparation to race, including emergency equipment.
