COLLABORATION WITH ISO
1. INTRODUCTION
1.1 WMO and ISO will soon be reviewing and updating the Agreement on the Working Arrangements Between WMO and ISO.
1.2 CIMO and ISO Technical Committee 146 “Air Quality” / Sub-Committee 5 “Meteorology” (ISO TC146/SC5) are currently actively collaborating on two common WMO-ISO standards with a third probably to follow:
· Doppler wind lidar;
· Weather radar;
· Radar wind profilers.
2. COMMON WMO-ISO STANDARD ON DOPPLER WIND LIDAR
2.1 WMO is represented on this ISO/TC146/SC5 Working Group by Prof. Bertrand Calpini (Meteoswiss), Mr Arnoud Apituley (Royal Netherlands Meteorological Institute) and Mr Masahisa Nakazato (Japan Meteorological Agency). The preparation of this draft standard is now nearing completion, and a meeting of the working group has been arranged to take place in Madrid during CIMO TECO 2016, after which the standard is expected to be submitted for final approval.
3. COMMON WMO-ISO STANDARD ON WEATHER RADAR
3.1 WMO is represented on this ISO/TC146/SC5 Working Group (WG7) by Dr Marco Gabella of Meteoswiss and Roger Atkinson from the WMO Secretariat. Preparation of the draft standard continues, after meetings of the group in Locarno, Switzerland (21-22 April 2015), Dusseldorf (19-20 October 2015) and Beijing (13-14 April 2016). the group is expected to meet in the week preceding TECO in Madrid (22-23 Sept. 2016).
4. COMMON WMO-ISO STANDARD ON RADAR WIND PROFILERS
4.1 Informal discussion of ISO’s intention to proceed with the development of a standard for Radar Wind Profilers, with Dr Volker Lehmann chairing the working group, has not progressed thus far but is expected to re-emerge as a topic of discussion later this year (note that Dr Lehmann is also the chair of the CIMO ET Operational Remote-sensing Technologies). A first draft was prepared by ISO, but Dr Lehmann is of the view that it requires substantial revision to bring it in line with modern profiler technology. However, his attempts to identify others interested in assisting have been unsuccessful thus far. He plans to first draft a new chapter on RWPs for the CIMO Guide and afterwards to use that as the basis for a draft standard.
5. COMMON WMO-ISO STANDARD ON SITING CLASSIFICATION FOR SURFACE OBSERVING STATION ON LAND
5.1 The Siting classifications for surface observing stations on land that was approved by CIMO-16 for inclusion in the CIMO Guide has now also been adopted and published as an ISO standard: ISO 19289:2015 Air Quality – Meteorology – Siting classifications for surface observing stations on land.
6. ISO/TC 113 – Hydrometry
No information is a currently available on the progress in this domain.
7. ISO/TC 180/SC1 – Solar Energy/ Climate - Measurement and data
7.1 ISO/TC 180 /SC1 held a meeting on 7 December 2015 in Istanbul, Turkey. The next ISO/TC180/SC1/WG1 meeting will be held in Munich on 20 June 2016 .
7.2 TC 180/SC1 has expressed the need for active involvement by WMO in TC 180 SC1 activities.
7.3 ISO 9060:1990, Solar energy-Specification and classification of instruments for measuring hemispherical solar and direct solar radiation is currently under revision. The enquiry draft (DIS) of ISO 9060 shall be made available for ballot in September 2016. SC1/WG1 will hold its next meeting on 20 June 2016 in Munich to finalize the enquiry draft.
7.4 ISO 9845-1:1992 Solar energy-Reference solar spectral irradiance at the ground at different receiving conditions-Part 1: Direct normal and hemispherical solar irradiance for air mass 1,5. A working group is currently working on a proposal for amendment of this standard.
