Minutes of the Parish Council Meeting
Minutes of the meeting of Hibaldstow Parish Council held at 7pm on Thursday 13th April, 2017 at the Village Hall, Station Road, Hibaldstow.
Present: Cllr Brooks (Chair), Cllr Broomhall, Cllr Borrill, Cllr Broomhall, Cllr Charlton,
Cllr Coulson, Cllr Elletson, Cllr Pennington, Cllr Stothard & Talliss.
Also present: Clerk to the Council – Deb Hotson.
Public participation
Cllr Brooks opened the meeting.
1704/01 Apologies for absence
Apologies for absence received from Cllr Swallow.
1704/02 Declaration of Interest
a. To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared.
Cllr Broomhall declared a personal interest in agenda item 1704/05b.
Cllr Stothard declared a personal interest in agenda item 1704/05b & c.
Cllr Brooks declared a personal interest in agenda item 01704/05c.

1704/03 Minutes of Previous meeting
Minutes of the Parish Council meeting held on 9th March, 2017 were approved and signed as a true and correct record.
1704/04 Clerk’s Report
a. Clerk has written to Cllr Poole with regard to Dallisons Park asking for a meeting with the relevant NLC Officers to be set up.
b. Clerk has contacted Nic Dakin MP with regard to the parking concerns on Pelham View. Agenda item.
c. Clerk has asked that the contractor that cuts the grass in the closed church yard includes the area of nettles running alongside East Street as part of the cutting regime.
d. Councillor email information set to all Cllrs to set up and use for future correspondence.
e. Appraisal form completed and submitted to the Personnel Committee.
1704/05 Delegate Reports
a. To receive a report from the Chairman on activities undertaken on behalf of the Parish Council.
Cllr Brooks acknowledged the birth of Cllr Swallows second child and wished the family well.
b. To receive a report from the Village Hall Representative.
The last meeting was held on 11/03.
c. To receive an update report from the Cemetery Working Group.
· The saplings are growing well apart from the 3 that were covered in weed killer earlier in the year.
· The Clerk informed the Council that she had provided a refund of £100 to a resident who has changed from burial to cremated deeds, this frees up a space within the cemetery lawned burial area.
· The Clerk has been approached by a resident who would like to intern cremated remains at the cemetery but not within the cremated area. The Clerk has been in contact with ICCM and they have stated that as long as surrounding/current graves are not hindered on access there Burial Authority can do what they deem necessary.
· Resolved – cremated remains can be placed out of the area and the discretion of the Clerk and Cemetery Working Party. Site meeting to be arranged with the resident to see the locations available.
· A resident has asked if he is able to re-turf his parents lawned grave. Resolved – re-turfing approved.
d. To receive an update report from the Village Voice representative.

1704/06 Report from Ward Cllrs on NLC issues
To receive a report from Ward Cllrs on NLC activities.
Apologies received from Cllrs England & Poole. No report received at the time of the meeting.
Post Meeting – draft documentation to be created for the leasing of Dallisons Park and football area after 18th April.
1704/07 Police Matters / NATs
To receive an update verbal / written report from Humberside Police and the NATs representative.
No further reports received.
1704/08 Highways / Neighbourhood Services / NLC issues
a. To consider the options for the provision of Dallisons Park, determining any actions required.
Post Meeting – draft documentation to be created for the leasing of Dallisons Park and football area after 18th April.
b. To receive an update with regard to the parking problems on Pelham Close.
The Parish Council are only the enablers and the tenants need to contact ONGO and NLC only.
The Parish Council has gone as far as they are able to go and will therefore remove from the agenda.
Clerk to report the following issues to NLC/ONGO, copying in the Ward Cllrs: -
· Mill Lane, s bends the chevron need to be replaced.
· Pot holes – East Street, South and Cross Carr Roads.
· Undergrowth coming through the fence on the Nooking – ONGO.
· Street light not working adjacent to 14 Dallisons.
· Street light not working, no.3 East Street.
1704/09 Planning
To receive any decisions made by North Lincolnshire Council and to consider the following applications received from NLC.

2017/294 – planning permission to re-position fence at Kobe Cottage, Dickinson Close.
Resolved – no objection or comment.
2017/372 – planning permission for extensions and alterations including raising of roof height at 28 Manton Lane.
Resolved – no objection or comment.
2017/445 – planning permission to erect single storey and two storey rear extension and installation of balcony (re-submission of PA/2016/1409).
Resolved – no objection or comment.
Clerk to report issue with regard to the house on Redbourne Road that has not adhered to planning conditions with regard to the height of the fence raised in the Annual Parish Meeting.
1704/10 Correspondence for Discussion/Decision
a. To be notified of the ERNLLCA Adoption of Annual Return information determining any actions required.
Resolved – approve correspondence received.
b. To be notified of the Estuary TV letter determining any actions required.

c. To be notified of the letter received from the Post Office determining any actions required.

d. To be notified of the response received from Nic Dakin MP with regard to the parking issues at Pelham View.
Nic Dakin has been in contact with NGO and they are committed to providing parking bays within the gardens of the bungalows that belong to them; some are done and the rest will be sorted out later this year. ONGO own a small patch of land that had some derelicts garage located and they have door knocked private owners to gauge if they are interested in renting if they built new garages and there was no interest.
The Parish Council have been enablers and have now done all that they can and the item will be removed from the agenda.
e. To be notified of the NLC Structural Weight Limit Order – various bridges crossing the River Ancholme.
Resolved – support the order and request signage is placed at the Redbourne Road / South Carr junction warning of the Weight Limit.
f. To be notified of the NLC Lincs Lotto Launch event determining any further actions required.

1704/11 Accounts
a. To consider the installation of a water supply at the cemetery determining actions required.
Resolved – place the order to install a water supply. The Cemetery Working Party will install the pipework and tap in the cemetery. Thanks, was given to Cllr Coulson for the research and contact with Anglian Water.
b. To approve the monthly accounts for payment. See financial report.

1704/12 Minor Items
a. To take any points from members.
· A website email had been received with regard to a complaint made against the Lincolnshire Community Assistance Team, who were contacting the Parish Council after being told by Mr Stone of the complaint stating they did not want to upset local residents and are things OK. Cllr Charlton stated the resident had reported the activity to NLC Enforcement. Clerk to inform the Lincolnshire Community Assistance Team that according to the current planning no 4 x 4 are allowed in the South Quarry and this had been reported to the local authority by the resident complaining.
b. Matters of correspondence for information which arrived after the agenda was posted.
· 2017/389 – notification from Allison Homes for proposed development of 91 homes o land west of Station road in Kirton.
· February & March ERNLLCA Newsletters.
· NLC Definitive Map Modification – Green Lane/Cross Carr Road.
1704/13 Agenda Items for the next meeting –
1704/14 To confirm the date and time of the next meeting as Thursday 11th May, 2017 at 7pm to include the Annual Meeting of the Parish Council at the Village Hall.
1704/15 To consider the exclusion of the public and press in accordance with the Public Bodies (Admission to Meetings) Act 1960 s1(2) due to the confidential nature of the items to be discussed.
