Educational Attainment / Good all round education.
Degree in electrical engineering,engineering management, or a rail related discipline.
APMP Level D or PRINCE 2 qualified.
Membership of a professionally recognised body (egICE, IStructE, IMechE, IRSE, IET, APM or other equivalent engineering or management) / Chartered Engineer and/or Manager status.
Knowledge Required / In depth knowledge of either major construction projects, industrial manufacturing processes, systems integration or rail operational and maintenance environments.
Knowledge of best practice project management principles with a sound understanding of best practice project management techniques.
An excellent understanding of health and safety legislation, guidance and good practice with a focus on risk management. / Rail operational and maintenance processes, regulation and governance
Knowledge of automated train control system implementation in a sub-surface environment.
Knowledge of the design, build, test and acceptance processes employed in the introduction of automated train control systems within the UK rail industry, with preference given to the implementation of Grade of Automation (GoA) Level 4 systems.
Experience Required / Experience of management of high profile projects with complex internal and external stakeholder interests.
Proven experience in the successful delivery of major projects in an engineering environment
Proven experience of managing complex design and build contract(s)
A proven track record of delivery on time and within budget in a programme and project management environment.
Experience of quantifying and managing risk in a project management environment.
Experience of providing written and oral reports on major projects, project briefs and presenting reports before internal and external stakeholders.
Experience of financial management of projects including the preparation of reports and forecasting of cost to completion. / Experience of delivering change projects within an operational and unionised environment
Experience of project delivery within an operational rail environment
Experience of automated train control system implementation in a sub-surface environment.
Experience of working in a public body environment.
Demonstrable experience in the delivery of projects within the ROGS regulations framework.
Experience in the implementation of automated train control systems to GoA 4
Skills and Aptitudes Required / Project management competency at a practical level across all areas and expert in some areas.
Skilled in the use of project management tools and software including MS Project, Primavera and SharePoint type systems
Skilled in use of computer communication technology e.g. MS Outlook, Office, Word, Excel.
Ability to lead and motivate a team of professionals to achieve projects on time, budget and quality.
Good performance management skills.
Self-motivated, able to work to own initiative but demonstrates team working attributes.
Having an ability to be focussed on the objective at hand but also having the wider appreciation of organisational perspectives.
Ability to be self-organised and work with minimal direction and supervision, whilst effectively managing others
Excellent communicator both orally and in writing, including the ability speak at public meetings.
Strong liaison, influencing, negotiation and contract management skills.
Strong leadership skills with ability to deputise in the absence of senior staff and make a positive contribution to the leadership of the dept.
Able to motivate and inspire individuals and form, develop and manage highly performing and experienced teams. / Skills relating to project management in a public authority environment.
Ability to critically appraise reports produced by others e.g. consultants and other public bodies.
