The Opportunity:It is an exciting time for design-build project delivery at the Washington State Department of Transportation! With the recent Connecting Washington funding package, we are expecting an increased use of design-build delivery, and we anticipate this delivery method being used across the State. This demand creates the need for robust Headquarters leadership and guidance on design-build policy and process.

The WSDOT Construction Division is seeking a results-oriented Professional Engineer to lead development of the design-build (DB) program. This position has the responsibility and authority for all Headquarters elements of DB policy and guidance. The primary focus will be the further development of the Department’s DB project delivery tools. These include contractual template documents, formalized processes, procedures, guidance manuals and training to support DB project delivery throughout the agency. The Design-Build Program Manager is the lead technical expert and Headquarters resource for DB delivery. The top candidate selected for this senior-level position will lead and guide a team of direct reports, indirect reports and consultants to develop these delivery tools and support the implementation of these tools on DB projects. The Design-Build Program Manager must be a leader with exceptional interpersonal and communication skills who is able to foster a spirit of collaboration and teamwork. This position works in partnership with the Association of General Contractors (AGC), American Council of Engineering Consultants (ACEC), WSDOT regions and subject matter experts to move design-build contracting forward in a way that respects diverse opinions and perspectives.

While the primary focus of this position is leadership of the DB program, it is anticipated that a portion of time will involve providing direct project support to WDOT regions during administration of construction contracts (probably DB projects). This role includes oversight and support during the design-builder selection process, stewardship oversight on federally-funded projects, approval of changes orders up to $1M, assistance with contract administration issues, dispute resolution and similar functions.

WSDOT is a multimodal transportation agency in one of the fastest growing areas of the country, responsible for planning, building and operating a complex highway system in addition to operating a large ferry and rail system. WSDOT Headquarters is located in the capitol city of Olympia at the southern tip of the majestic Puget Sound and 60 miles south of Washington's largest city, Seattle. Olympia and its neighboring cities of Tumwater and Lacey form a community of just over 100,000 in population in one of the most beautiful locations in the country.

This position will perform the following work:

  • Make high-level policy decisions on the direction of WSDOT’s DB program and the role Headquarters in supporting delivery of DB projects.
  • Lead the team that develops and maintains the DB Program’s policy, guidance and resources, including contractual template documents (Request for Qualifications, Request for Proposal (RFP), Instructions to Proposers, Chapter 1 General Provisions, Chapter 2 Technical Requirements), the Design-Build Manual and associated training.
  • Lead outreach efforts with Headquarters, regions, technical support groups and other stakeholders (AGC, ACEC) to ensure contract documents are consistently updated based on application and best practices.
  • On behalf of the State Construction Office and the design-build program, provide leadership and guidance on several teams, focus groups and forums associated with DB delivery.
  • Participate in state and national groups that support design-build and alternative delivery such as the Capital Projects Advisory Review Board, the Design-Build Institute of America and the National Cooperative Highway Research Program.
  • Provide support and oversight on construction projects, conduct final acceptance inspection and audit contract records in accordance with federal laws, regulations and the Federal Highway Administration (FWHA), WSDOT Stewardship Agreement.
  • Monitor region construction processes and practices with regular oversight reviews and approvals for consistent application of construction standards, inspection procedures, and contract administration within the state.

An ideal candidate for this position will have:

  • A Bachelor of Science in Civil Engineering or a closely related field

OR

  • EIT (Engineer in Training) Certificate and four (4) years Professional Engineer experience.
  • A Professional Engineer (PE) License in Civil Engineering in Washington State.
  • Experience that meets one of the following:
  • Minimum of four years of combined experience as an assistant Project Engineer/Project Engineer, with a minimum of two years as a Project Engineer, or
  • A senior-level engineer with a minimum of 10 years engineering experience and significant experience assisting with Design-Build Contract delivery.
  • Applied knowledge of design build project delivery theory and practices through contract development and/or contract administration experience.
  • Knowledge regarding the principles of contract administration, WSDOT specifications and standards, State and federal public contracting laws and regulations, and the legislative process.
  • Ability to determine acceptable risk levels and make decisions on difficult and complex construction engineering and contract administration issues.
  • Proven experience as a talented, focused, results-oriented leader.
  • Ability to mentor, develop and motivate a diverse team that includes direct reports, indirect reports and consultants.
  • Demonstrated leadership and supervisory skills.
  • Highly developed communication skills, particularly public speaking and technical writing skills.
  • A highly-motivated self-starter who has a passion for critically reviewing current practices and procedures, identifying ways they can be improved, and collaboratively working with stakeholders to implement the improvements.
  • Ability to traverse uneven terrain.
  • Valid driver’s license
