· Report from Development Group
o 2 more pull requests issued from eHealth Connecticut
§ Update for quality measure engine – complete
§ Date picker on dashboard, change 1 year reporting period by selecting end date – being tested by developer group
o Current version of popHealth on OSEHRA is tested for build. Working version.
o Two new developers from Alabama Medicaid
· Time Period for Reporting
o Should reporting be 90 days, 1 year, or flexible?
o 90 days used by MU, though 1 year was used in Cypress/popHealth (per Andy)
o Some measures do not fit naturally into 90 day reporting period, flexibility may be beneficial
o Would allowing people to choose their own start and end dates work?
§ Would need to come with a disclaimer
o Might be possible to scale reporting period but not the criteria that make up the measure
o Decision – Steering group should pursue a reporting period that is not 1 year
§ Developer group will use next meeting to discuss technical implications of a reporting period that is flexible
§ Steering committee will discuss at next steering committee meeting
· Mark M will find out more on measures and timeline at ONC
· Certification
o Primary function of popHealth is used for certification and to calculate MU clinical quality measures (by ONC)
§ How ONC certifies EHR technologies, the use Cypress
· They give the EHRs 55 specific patients to process
· Calculate clinical quality measures for those 55 patients
§ Cypress is the certification tool, while popHealth is only for calculating measures
o Certification questions – can a modular component be certified and not have to re-certify after every change
§ If there is a major functional change the product needs to be reviewed to see if it needs recertification
§ Recertification of popHealth is/will be a priority for Oroville, currently no one else (but might need to be revisited)
· Agenda for User Group Meetingtomorrow
o What are the applications that states need? How can we help states get organized for a roadmap?
o Mark Monteraselli, Gary Parker will be speaking
o Discuss how popHealth is being used and how people want it to be used
o Continued discussion of roadmap-related issues

o Development group will talk about technical issues with measure and reporting period and bring back report to the steering work group
o Next steering committee will focus on time period for measures and certification
