Working Group 3 Report: Cadastre

1.BACKGROUND:
This report is an update of the report presented to the meeting of the Executive Board

held in Hiroshima, November 2000.

2.ACTIVITIES:
2.1 Working Group Meeting:
A meeting of the Working Group scheduled for March in India was unfortunately

cancelled at the request of the host country. Alternatively, a meeting of the

Working Group is now being planned for 11 - 12 September 2001 to be held in Penang,

Malaysia. This meeting is kindly hosted by the Department of Survey and Mapping

Malaysia, which is also hosting a Working Group 2 Geodesy meeting at the same date

and venue.

2.2 Position Paper on Marine Cadastre
As requested by the meeting of the Executive Board held in November 2000 in Hiroshima,

a Position Paper was prepared by Prof. Ian Williamson explaining in further detail the

concept of Marine Cadastre, as in Annex 9. The WG is deeply grateful to Prof.

Ian Williamson and his team for the preparation of this Position Paper. An Agenda item

at the coming Penang meeting is devoted to the presentation and discussion of this

Position Paper. A recommendation based on the outcome of this meeting would be tabled

at the next meeting of the Executive Board / PCGIAP.

2.3 Work Plans
As approved by the 15 UNRCC held in Kuala Lumpur, April 2000, the Work Plans of the

WG are:
Facilitate discussion on marine cadastres, focusing on the issues involved in the

establishment of appropriate administrative infrastructures to manage marine resources

in the context of the United Nations Convention on Law of the Sea.
Undertake a study of land administration issues such as the range of tenure and

institutional issues, water, indigenous, mining and petroleum rights, gender, urban

agglomeration, land disputes, problems and indicators, with the objective of producing

a globa atlas and related documentation, utilising the vast amount of existing land

administration and land tenure data existing in United Nations agencies; and

Facilitate a workshop to develop an appropriate generic template for country profile

analyses describing the status of cadastre and land information, and the need for

improvements, which will facilitate benchmarking and the development of performance indicators.

Recommendations have been made by the Working Group to the November 2000 meeting of the

Executive Board as follows:

"1. That the PCGIAP makes a proposal to the Australian Surveying and Land Information Group ( AUSLIG )

to jointly explain the importance and relevance of marine cadastres and seek support from the Australian

Federal Government for a major research initiative in this area, and convene a meeting in the Asia-Pacific

region focusing on marine cadastre issues.

That the PCGIAP approaches the Director of Land Tenure Services of the United Nations Food and Agriculture

Organisation (UNFAO) to jointly seek the support of the German aid foundation, GTZ, to fund a study on land

administrative issues.

That the PCGIAP to liaise with Prof Ian Williamson, the FIG and the World Bank with the objective of organising

a workshop in the South East Asia region involving Cambodia, Laos, Malaysia, Philippines, Thailand and Vietnam,

in developing a draft generic template for country profiles.

The Working Group also seek, and would be very appreciative of, the endorsement of the Executive Board of the

above Work Plan and any assistance the Board can render in sourcing funding to implement the Work Plan."

Despite proposals made to the various organisations as mentioned above, the Working Group is still unable to

raise funds. Without funds or support, it would be difficult to implement the Working Plans. The Working Group

will continue to explore other support and funding sources, and will devote an Agenda item at the Penang meeting

to this item.

3.CONCLUSION

This report is presented to the Meeting for its consideration and approval.
