Draft Work Plan for Services Provided to WRIA 8 Partners in 20082009

Salmon Recovery Council Coordination/Puget Sound Partnership

·  Schedule and staff WRIA 8 Salmon Recovery Council meetings at key decision points to inform and approve WRIA work products.

·  Oversee development and clearly communicate a vision of the plan’s desired outcomes to more easily gain long-term support.

·  Support the WRIA 8 Salmon Recovery Council as a credible and objective voice for salmon conservation in the watershed.

·  Support WRIA 8 Salmon Recovery Council on work with the Puget Sound Salmon Recovery Council and the Puget Sound Partnership to seek funding and other appropriate assistance for WRIA 8 plan implementation.

·  Support and inform the WRIA 8 Salmon Recovery Council on negotiations with the federal and state governments for benefits to local governments for plan implementation; coordinate with NOAA Fisheries and U.S. Fish and Wildlife Service as appropriate; coordinate with other WRIAs.

·  Work with local jurisdictions to provide presentations and briefings on salmon conservation plan implementation to city and county councils.

·  Provide information to all jurisdictions equally. Staff of WRIA 8 ILA signatories may help accomplish this.

·  Coordinate with staff of WRIA 8 ILA signatories.

Deliverables:

·  Four to five Salmon Recovery Council meetings.

·  Regular updates on Puget Sound Salmon Recovery Council and Puget Sound Partnership.

Plan Implementation

·  Support the WRIA 8 Salmon Recovery Council (in their role as citizen-based committee under RCW 77.85) in developing, prioritizing, and presenting grant proposals to the state's Salmon Recovery Funding Board (SRFB), based on the WRIA 8 plan conservation strategy and start-list actions.

·  Support the WRIA 8 Salmon Recovery Council in developing, prioritizing, and presenting project recommendations to King Conservation District (KCD) for funding, based on the WRIA 8 plan conservation strategy and start-list actions.

·  Track implementation of approved KCD and SRFB grants and actions from other regional funding sources as appropriate.

·  Work with Corp of Engineers and local sponsors to seek funding and implementation of projects through the General Investigation/Ecosystem Restoration Project and other Corps of Engineers funding authorities.

·  Seek ways to implement programmatic actions (land use and public outreach) on start-list and comprehensive lists through other processes, e.g., flood plan implementation, critical areas ordinances, shoreline master programs, stormwater management programs, stewardship, and other education programs.

·  Coordinate with WRIA 8 partners and organizations to develop a funding strategy that seeks federal, state, and other funding opportunities for start-list actions and plan priorities.

·  Research new grant and funding opportunities. Help to establish partnerships and seek funding for start-list actions. Identify grant-funding opportunities that benefit regional fish habitat, water quality, and flood hazard reduction. Use the WRIA 8 plan to guide priorities for action.

·  Conduct outreach to jurisdictions, organizations, and individuals about the plan in general and in support of implementing actions in the plan.

·  Coordinate annual accomplishments and implementation milestones.

·  Develop scope of work and oversee delivery of technical assistance to up to ten high priority habitat projects through WRIA 8’s Lead Entity Grant (Puget Sound Acquisition and Restoration Capacity Funds for Capital Program Management).

Deliverables:

·  Six to eight WRIA 8 Implementation Committee meetings.

·  WRIA 8 KCD and SRFB grant rounds for 2009. Includes grant recruitment, review and recommendations as well as progress reports.

·  Technical Assistance to up to ten high priority habitat projects.

Technical Coordination

·  Coordinate WRIA 8 technical/monitoring activities for the watershed.

·  Work with the WRIA 8 Technical Committee (W8TC), NOAA Puget Sound Recovery Implementation Technical Team (PSRITT)Fisheries Technical Recovery Team (TRT), and other state and regional efforts to develop a monitoring and evaluation strategy for WRIA 8.

·  Work with the WRIA 8 Salmon Recovery Council and supporting committees regarding possible modifications to the plan based upon the results of the treatment phase of the Ecosystem Diagnosis and Treatment (EDT) model and other requested technical analyses.

·  Work with W8TC, TRT, and resource agencies to identify appropriate sampling design and protocols necessary to monitor and evaluate plan implementation and ensure that data from multiple parties can be aggregated and compared.

·  Compile and assess on-going and proposed habitat and salmon monitoring to identify monitoring and evaluation gaps.

·  Develop scopes necessary to implement the monitoring and evaluation strategy using protocols recommended by NOAA Fisheries.

·  Coordinate implementation of WRIA 8 monitoring activities with local jurisdictions, agencies, stakeholders, other WRIAs, and tribes.

·  Organize and oversee technical services contractors to carry out specific technical tasks (e.g., related to monitoring and data management).

·  Coordinate and update EDT modeling with regional land use and hydrologic modeling (e.g., Puget Sound Regional Council) and other new habitat information to compare the expected effects of plan actions as needed.

·  Conduct technical analyses in response to the listing of Steelhead steelhead under the Endangered Species Act. Coordinate with Puget Sound Steelhead Technical Recovery Team. Likely to include an evaluation of how implementation of actions the WRIA 8 Chinook Conservation Plan will benefit Steelhead steelhead and what additional actions would need to be taken to recovery Steelheadsteelhead.

·  Organize and facilitate meetings with co-managers to integrate habitat, harvest and hatchery actions related to salmon recovery (“H-Integration” process developed by Washington Department of Fish and Wildlife).

Deliverables:

·  Eight to ten WRIA 8 Technical Committee meetings.

·  Final H-Integration report documenting rationale, implementation strategy, expected outcomes, and adaptive management framework.

·  Annual presentation on cumulative results of monitoring program (“fish in/fish out” and habitat status and trends monitoring).

Program Management and Administration

Conduct general administration work in support of implementation of the interlocal agreement and MOU. Includes work program development and monitoring, budget development and tracking, regular reporting, billing, personnel, and supervision. Short written progress reports will accompany the trimester billings to the parties and will be distributed to WRIA 8 Salmon Recovery Council members. Update website and continue to clearly communicate progress of plan implementation, leadership and community activities to stakeholders.

·  Meeting notes for WRIA 8 Salmon Recovery Council.

·  Regular updates and communication via WRIA 8 email distribution list.

Graduate Student Intern

Will provide support to the WRIA 8 Coordination Team by developing the 2009 implementation survey and compiling the results; assisting with development of the 2008 Implementation Progress Report; assist with updating and maintaining the WRIA 8 website; adapting the WRIA 8 database to create an on-going tracking mechanism for plan implementation; and updating and maintaining the Habitat Work Schedule project database.

Deliverables:

·  2008 Implementation Survey and Progress Report on WRIA 8 Plan Implementation.

·  Improved WRIA 8 website and Habitat Work Schedule database.

·  Database tracking system to track implementation of WRIA 8 Plan.
