Purpose of this Guide

To provide guidance to Corps Officers, site managers and Divisional Secretaries involved with requesting, negotiating or approving Work for the Dole placements and theHost Agreements. This guide supplements but does not replace the Work for the Dole Handbook that appears on SArmy [to be entered - new site link].

The Salvation Army engagement with Work for the Dole (WfD) is similar across the many TSA sites;but not exactly the same. However, the differences are substantial enough to require considerable time to review each host agreement at the Division and Volunteer Resource level. In an effort to simplify and speed up the review and approval process, we have assembled some standard wording for the key fields in the WfDActivity Proposals which are then submitted to the Department of Employment by WfD Coordinators. Please be aware that the standard wording may need to be tailored to account for variations in the activity orparticular jobseekers, as well as the individual interpretations WfD Coordinators (and jobactives) have of the WfD Guidelines.Please don’t hesitate to contact the Volunteer Resources Team and your region’s WfD Coordinatorto assist.

Work for the Dole Activity Proposal

The Activity Proposal documents the activities, requirementsand number of places you are offering at your site. This formis used to collate the information on the activity so jobactives can find the most appropriate and right number of jobseekers to fill your WfD places. The information contained in thisform is lodgedvia the Department’s WfD portal by the WfD Coordinator in your region. Jobactives will thenapply for these activities based on their caseload of jobseekers and their ability to fulfil the places.

Please note that Proposal forms vary slightly amongst WfD Coordinators but under the agreement from the Departmentall forms will need the same basic information. The following tables outline this standard information required. It is suggested that this version is provided to the WfD Coordinator in your region to ensure they have all the information needed to lodge on the Department’s WfD online portal.

Activity Descriptions

The following table provides standard wording for the roles most frequently available in WfD programs throughout TSA. These blocks of text include descriptions from several WfD Host Agreements. So please feel free to add or remove phrases that aren’t relevant to your situation. That being said, standard wording can be processed and approved more quickly at DHQ. Calculations that support the indicative budget are found in the section “The Budget”

Indicative budget $850 / Participants will participate in the retail operations of the store that provides welfare support to the public in need and assist The Salvation Army, deliver this vital service.

Warehouse Assistant
Indicative budget $850 / To develop skills to perform a range of warehousing tasks under supervision which may encompass:
-Sort donated stock items
-Clean donated stock items (e.g. shoes, bags and toys) prior to packing
-Bag up and weighing 10kg bags of rags
-Complete customer orders
-Operate rag cutting machine
-Price donated items
-Use a price tagging gun
-Sort and pack donated goods including clothes, linen, books, shoes, toys and bric-a-brac

This assistance will generate funds from the sale of goods in the opportunity shop allowing the Salvation Army to assist individuals and families experiencing personal or financial hardship.
Receptionist / administration / general assistant

Gardening Assistant
Estimated budget $800 / -Prepare the garden as required in conjunction with the host site management
-Clean up the site and remove all potentially hazardous materials
-Plant, prune and weed garden beds
-Distribute mulch
-Construct and maintain worm farms/compost heaps
-construct of pathways using local gravel and other materials
-Identify vegetable / herb varieties
-Mow grassy areas
-Cut overgrown plants around fences and trees
-Remove moss from grounds
-Care of vegetable beds including; weed, water and control of pests.
