IM is waiting for information from us to go on sticker – DR advised artwork is being drawn up by our Corporate Department. MS requested for this to be progressed. Also for this and the fire service actions to be included in the 2010/11 action plan.Action 8
Date set of 16 June 2010 at Leverhulme Hotel and Spa for the Older Person/Pedestrian Event. Will be funded by the Highway Agency.

MS advised that MA is looking to either reduce hours of work or retire, therefore he wants to set up meeting with her before hand, to ensure continuity. Meeting set up Monday 17 May with her and DR/MS to reinvigorate early conversations. Unfortunate that NHS have not been able to ensure regular representation to meetings. JW suggested that we could possibly discuss with Kathy Doran if this continues.

DR advised that a number of authorities have been identified for benchmarking; an action to review these is included within the new Action Plan.

Campaign relating to victim’s family perspective – to be put on agenda for next meeting and include in Action Plan.

Jan-April have seen above average casualties so far this year, extreme weather in Jan/Feb cannot be blamed.
JW requested analysis on Jan-April figures for reassurance – pattern, times, places, 2-4 wheels, passengers, age, etc. as we are half way to the 2010 target already.

DR/KC to provide analysis for next meeting.“Update on Performance” to be included as standard agenda item for future meetings – a summary of what has happened since last meeting.
IM would like to see more detail in our reporting graphs, e.g. ‘activity’ and ‘hot spots’, which may outline some areas in which we can identify quick fixes, if we are able to act quickly.
JW will be signing letter before half term to go out to all school children on safety and responsibilities. JD suggested message before summer holidays about safety. IM advised there are four new youth clubs opening before the summer – posters should be available to put up. LF can include something in the TeenWirral website.
GB suggested Area Forums as another medium for putting message across.

DF to get message in Wirral Globe and News. Although noted that child KPI figures seem to rise in September rather than July/August.Action

KC to send email re eyesight testing, and where this is up to to Chief Inspector Roads PolicingETP 2.6 – this is going to be added after October half term
ETP 3.3 – Event scheduled for June 2010. Research into cycle helmets for children – need to establish policy re helmets in Action Plan.
ENG 1.5 and 1.6 – Design work completed, waiting to start on site.
ENG 1.8 – 1.14 – Items to be kept on plan to keep track of them.
JW suggested poster campaign to promote safety to be placed in area of coming out of Tunnel. PT feels it should be part of a bigger PR campaign sent to schools and through direct mailing which will focus on reinforcement and changing behaviour.

OVERVIEW OF EMERGING ISSUES FOLLOWING HOYLAKE MEETING
Full analysis of results will be done, but few notes:
- Most KSI’s in Wirral are Wirral Residents
- Increase in KSI for over 60’s
- Increase in 10 KSI’s for motorcycles
- Recession affects mode of travel (petrol, purchase of bikes instead of cars)
- 75% of KSI’s last year were over 30 years old.
- Taxi drivers will be monitored in future - IM suggested promotional health check for taxi drivers in Birkenhead – DR to discuss with MA
- List of actions have now all been built into plan, and have been agreed by the Partner Agency.
WIRRAL ROADSAFE ACTION PLAN 2010/11
ENF 1.2 – JW notes this will be updated by the end of this week.Target reduction in the amount of speeding enforcement –

COMMUNICATIONS STRATEGY UPDATE
Wirral Council looking at social networks e.g. blogging, twitter to add to communication strategy, will have formal policy in place by June/July.
Safety messages promotion during World Cup.
Teenagers to run their own Safety Campaigns, as school project – innovative and cost effective.
MERSEYSIDE FIRE & RESCUE UPDATE
An advocate is working part time on with Wirral RS team though funding is still a long term issue.Awaiting results of Government plans for grant for the MRSP. DR will continue to look at over the summer with DF.
Child Safety Check arranged for June – quality feedback required. DR will arrange.
NHS WIRRAL UPDATE
No report.WIRRAL COUNCIL 20 MPH IN RESIDENTIAL AREAS
MS advised that £1.1m has been set aside for the next 4 years for this initiative - £275k for this year. Proposals on the 20 mph will be put to Cabinet in September this year and will be shared with this partnership. Main work this year will focus on a small number of schools which have a major road running next to them, to implement a 20 mph zone during school opening hours. Discussion around the 20 mph zones being enforceable and what policy is in these areas – need to agree wording of response if we get any queries. DR has researched other areas who use the 20 mph zone e.g. Portsmouth.ANY OTHER BUSINESS
JW queried Sefton having their mobile speed camera target being increased because of theirs being a problem area, and if Wirral could qualify for an increase because of our current KSI’s. DR & DF explained that Wirral’s mobile camera target is based on our % of KSI’s (need/strategic threat across Merseyside). Currently we get 2% more than strictly due. Issue with Sefton was they were not properly aligned with this, but now are (at expense of Liverpool, Knowlsey and St Helens.Wirral has also had benefit of Operation Teeswater (additional enforcement activity) over the last 3 years, which other areas had not had in reaction to strategic threat.
