Requirements for WG Voting Membership

Voting rights in ANSI ASC C63 SC7Wireless Coexistence Task Group are granted to active participants per the following procedures:

1.Membership and Voting Rights

1.1.Become a voting member

Membership may be applied for after attending 2 of 3 consecutive in-person meetings.

After participating in the required number of working group meeting(s) a person may formally request of the chair, in writing, that they be made a member of the working group.

The Chair shall make a recommendation to the WG at the beginning of the next WG meeting. Membership in the WG must be ratified by the Committee.

In order to be eligible for membership, individuals must demonstrate professional experience or relevant technical expertise. The WG chair shall approve membership applications, based on applicants meeting the requirements of this clause, and present the approved membership applications to the WG for ratification.

A new membership takes effect at the beginning of the next in-person WG meeting at that point the new member may vote. New memberships are not in effect during the interim between WG in-person meetings and applicants for membership may not vote until the next in-person meeting.

If there is objection to the WG chair’s decision to either approve or not approve a membership application an appeal shall first be made to the WG chair, stating the reasons for the appeal. If a satisfactory solution is not reached the issue shall be taken to the subcommittee. If a satisfactory resolution is not reached with the subcommittee the appeal may be taken to the parent committee.

Individual experts with an exceptional history of contribution to the WG, but who fail to meet some aspect of the membership requirements may be given voting membership by a 2/3 vote of the WG.

1.1.1.Meeting attendance

In order to receive credit for attending a meeting, a person shall attend at least 75 percent of a WG meeting and be signed in the attendance sheet. For multi-day meetings, meeting attendance is determined by attendance at 75 percent of the total meeting time.

1.1.2.Conference calls

Conference calls and other forms of electronic meetings shall not be used for purposes of establishing eligibility for membership.

1.2. Loss of Membership & Voting Rights

Once an individual becomes a voting member, it is the individual’s responsibility to maintain an active participation. Membership and voting privileges may be revoked if any one of the following occurs:

•Failure to pay a meeting fee if required.

•Failure to respond and vote on 2 out of 3 consecutive WG letter or E-Mail ballots.

•Failure to satisfy minimum participation criteria, i.e., an individual must participate in 1 out of 3 consecutive in-person meetings.

If the voting rights are removed then the individual’s voting status becomes a Non-Voter.

If voting members are unable to attend meetings, they can maintain their voting membership by participating by correspondence. This correspondence must include significant, written contributions that are technically relevant to the working group. These contributions shall be submitted to the WG chair at least two weeks before the meeting where it is to be discussed so that it can be distributed and added to the agenda by the secretary. Normally contributions may be sent by any member to other member of the working group using the WG E-Mail reflector or other means. However, the WG chair maintains responsibility for preparing draft agenda for meetings and to see to the orderly conduct of the WG meeting. A determination that a member meets the requirements for continued membership through active participation is the prerogative of the WG chair.
