(b)Chair to moveWPC make a formal request to TDC to register their interest in securing Section 106 funding (either in part as a contribution or as a whole up to £30k), to implement Townsend Hill Traffic-Calming (a highways infrastructure improvement project)(RR096/01/17)

S106 request for the traffic calming project, as unknown to us, developers may be approaching TDC with large development proposals and should be aware we are looking to secure funding for improved infrastructure.

(c)Cllr Mondy to move that WPC approve the letter submittedby the Neighbourhood Plan working group,and for it to besent to TDC as a formal notificationof WPC intentionto submit a draft Neighbourhood Plan for the parish of Winkleigh (accompanied by a map of the designated area) for TDC approval. (RR098/01/17) (see Appendix A below)

(d)Chair to moveWPC approve and adopt the updated ‘Action Plan', dated Dec 2016in order to ensure the Community Plan Action Plan responds to change and remains relevant. (RR018/01/17)

NOTES OF MEETING OF THE WORKING GROUP

FRIDAY 9TH DECEMBER 2016, 4PM AT BEECHES, EGGESFORD ROAD, WINKLEIGH

The group comprises:Andy Clarke, Frank Whitcomb, Pauline Warner, Pauline Odulinski, Cllr. Wendy Mondy (WPC), D.Cllr. Betty Boundy (TDC).

2. / Administrative & Communication arrangements.
Time was taken to ensure that communication was clear and agreed.
Notes from meetings will be circulated to the group to ensure accuracy and then circulated to both the group and WPC for their next meeting.
We would endeavour to hold our meetings towards the beginning of the month to tie in with WPC meetings held on 4th Wednesday of each month, thus ensuring that the Parish Council was kept as closely informed as possible.
As some of the group were not so well known to the community by way of an introduction it was agreed that we would submit brief biogs to be included as an Appendix with these notes.
Up to now volunteers from either the airfield or our business community have not come forward or declined to be involved so we continue to seek support from these fields. / ALL
3. / Order of planned work to progress the NP submission
As this was the first meeting of the group since receiving formal support from WPC it was felt that the priority was to work on the letter that WPC is required to send to TDC to inform them of the parish decision.
Pauline Warner will review draft letter presented and forward comments to Wendy Mondy, then a draft will be circulated to all for comment and prepare final document to submit to WPC at January 2017 meeting. / PWWM
4 / Review Safety discussion document from Andy Clarke.
After consultation with Graham Pearce and Winkleigh Primary school this substantial and relevant document needs more time to assimilate and will be on the agenda for the next meeting in January 2017. However Andy Clarke will explore the issues of speed encountered by pedestrians walking to and from Four Seasons Park Home with SCARF.
5. / Review Introductory draftfrom Pauline Odulinski
Again as this was our first meeting it was agreed that we needed more time to consider and will be on our agenda for the January meeting.
6. / Review approach required to produce the NP based on Community Led Plan and Village Design Statement.
Pauline Warner will forward electronic copy to Wendy Mondy.
Wendy Mondy will contact Gail Flockhart (Chair PWC) for electronic copy of parish map.
Wendy Mondy will establish contact with Locality to progress grant application. / PW/WM
7. / Approach re: Housing.
A summary was submitted to the group by Frank Whitcomb. This showed the most up to date SHLAA presentations to TDC and their credibility as suitable sites for development.
8. / Approach re: Environment
Pauline Warner will forward electronic copy of Community Led Plan so that relevant information can be more easily used.
9. / Approach re: Airfield
Contact TDC regarding the site development brief commissioned by them; also contact officer responsible for local economic development and also the relevant LEP.
Need to develop an overall landscape strategic plan bearing in mind that the airfield is in a designated Dark Skies area and that lighting can be made a conditional element. / WM
