Windsor Valley Board Meeting

September 3, 2015

Meeting was called to order by Edward Smith at 10:10 a.m.

Board members in attendance are Edward Smith, Truman Fields, Craig Schultz and Valerie Bastress. Kim Snow is by phone for treasurer report.

There is $72,338.24 in checking and $17,712.79 in future project fund/road maintenance account. The board has collected $27,291.00 in dues which is about 58% of the property owners. Expenses from January 2015 to August 30, 2015 is $8,672.33. The projected budget for 2016 will be sent next month. The year-end will have total in electric costs, road maintenance done and any expense for John Lee.

Non-maintained County Roads – Some parts need to be scraped: Starting by lot 255 to about lot 252 and the road by lot 226 has 3 spots that need to be filled in. There is a debate about whether or not the road that lot 226 uses is actually a road or easement. This road had been rocked some years past. On the plat map it shows as an easement, but it does have assigned number by the county as non-maintained road. There is question as to when it was changed and the board is looking into it. The board put it to vote with the board member present and with a vote 3 to 1 those 3 spots will be fixed. From lot 222 past lot 231 the road needs to be widened. Due to non-use the road needs to be mowed when it has dried out. The board will look into burning it off or renting a mower through United Rentals. NOTE: PROPERTY OWNERS NEED TO STOP SCRAPING THE ROADS THEMSELVES. If there is something that needs attention please make us aware of it so that we may look at it and make arrangements, thank you.

Well Repairs – We needed to repair the well head due to rats. We have had vandalism where property get water from by taking a hammer to the lock which has broken the piping. We have fixed it and it is up and running. If you should notice someone acting out of character by the well or spicket please do not hesitate to ask questions or call the authorities. Please let someone on the board know as well.

Purchase of lot 34 on tax sale – it is current and up to date.

Projected meeting dates – next meeting date is set for October 8, 2015. Projected dates for resumes and annual letter are October 19th and December 18th.

Posting on web page to be done by Craig Schultz letting the property owners to give the board members more than a 24 to 48 hour notice if you need questions answered or information. We are not always readily available.

Next newsletter – under the section “What the Board is up to” have same issues as last year but add an advisory vote. This would allow us to hear from the property owners so that they can voice their opinions. Also information on joining the fire district, pros, cons and what it means for your property taxes.
