Scope of Services

  1. Introduction

Willow Farmers Market was initiated in 2009 by Willow Health Organization as a place for locals to purchase fresh locally grown food and growers to have an outlet. A major goal for the market is to have a cohesive, attractive, stable, high profile market of Alaska grown or made products.

  1. Scope of Services

As Willow Farmers Market Manger scope of services include pre-market coordination, site preparation, advertising, vendor enrollment, and once the market starts- weekly coordination, and maintenance of detailed financial records.The Willow Farmers Market (WFM) will be run in accordance with goals and budget outlined by the WHO Board. Fulfilling the scope of services includes, but not limited to:

  1. Manage Basic Market Requirements
  2. Arrange market location, Porta-Potty set-up
  3. WIC Program, other market coupon programs, paperwork in place
  4. Coordinate market set-up volunteers assistance
  5. Provide market layout each week for registered vendors
  6. Create and approve through WHO a season budget
  7. Keep record of debits and credits
  8. Record customer attendance to compare to historical data
  9. May do customer/vendor satisfaction survey
  10. Vendor Coordination
  11. Recruit vendors
  12. Acquire and file completed/ signed Vendor Agreements for each vendor
  13. Collect vendor booth fees
  14. Keep record of weekly vendor attendance
  15. Design weekly layout of vendors space assignments
  16. Monitor vendor compliance with vendor agreement; address as necessary
  17. Encourage vendors to prepay fees
  18. Encourage vendors to be creative with their booth to improve personal and overall market success
  19. Oversee home-bakers
  20. Market Promotion

Provide customers to the Market

  1. Create and approve Market Promotion Plan through WHO Board. Ideas for elements include but are not limited to:
  2. Weekly local flyers
  3. Use of online resources for posting
  4. Schedule radio PSAs, community service calendar in newspapers
  5. Radio interview
  6. Paid ads (?)
  7. Email notices to WACO member mail list
  8. Coordinate volunteer(s) to do promotion, placement of highway signs, info booth manning, special events
  1. Records

The Contractor shall maintain acceptable financial management systems during the term of this Contract. Such systems shall provide:

  1. Accurate, current and complete disclosure of the financial activity of this Contract;
  2. Records that identify the source and application of WHO’s funds beyond personal compensation to Contactor;
  3. Effective control over and accountability for all funds, property and other assets
  4. Make a copy of all checks written by WHO
  5. Accounting records supported by source documentation and original receipts.
  6. Monthly report of all market activity to be given to WHO Board at each monthly meeting from June through September with a final report provided by October 1, 2017.

IV. Termination by WHO

If WHO determines that termination is in its best interests because of lack of sufficient funds, or other substantial reason, WHO may terminate this Contract upon 10 calendar days written notice to the Contractor. Upon receipt of such notification, the Contractor may make no further commitments under the Contract and must take all reasonable actions to cancel outstanding obligations.

V.Federal, state and local taxes:

The Contractor is held responsible for all personal, Federal, State and Local taxes.

This Contract shall be governed by, and construed in accordance with, the laws of the State of Alaska.
