MINUTES OF THE COUNCIL MEETING

16th JUNE 2016

Cllr Pridgeon took the Chair.

During the public session matters relating to potholes in the road were again raised, particularly Hasthorpe Road. Dangerous visibility on road junctions due to overgrown verges was also raised, and concerns mentioned regarding potential for flies should the chicken unit at Claxby be approved.

17APOLOGIES

Apologies and valid reasons for absence were received from Cllr Eyre, and it was proposed, seconded and resolved that these be accepted.

18DECLARATIONS OF INTEREST

There were no further declarations.

19MINUTES OF THE MEETING HELD 19TH MAY 2016

It was proposed, seconded and resolved that the notes of the meeting held 19th May 2016 be signed by the Chairman as official minutes.

20CLERKS REPORT

Minute 7 – Commemorative medals were delivered to Willoughby school in time for their Queens 90th birthday event, Cllr Pridgeon attended and gave out the medals to the children. A thank you card has been received from the school children which was circulated.

21REPORTS FROM OUTSIDE BODIES

LCC – Cllr Davie reported that Lincolnshire County Council had reviewed the policy regarding timings for turning off street lights in vulnerable areas; the County News will contain a questionnaire relating to Devolution proposals; work started on the budget for 2017/18. Surface dressing works commenced. Parish Councillors raised the matter of grass verges – Cllr Davie confirmed that work had commenced but was running late.

ELDC – Cllr Vasser outlined events at ELDC – main areas being the Local Plan and Devolution. He encouraged everyone to take part in the public consultation on the Local Plan which will shape the area in the future, public consultation period commences 26th June. Discussions still underway relating to street light issue.

Tree Warden – (Via Cllr Brown) Advised that the Millenium Oak had now been trimmed; concerns at a dead tree on the green near the school.

Village Green – Members approved the request for the green to be rolled prior to the fete and for the trees to be trimmed – Cllr Pridgeon to speak to contractor relating to the trees.

It was proposed, seconded and resolved that these be paid.

23CORRESPONDENCE

Centenery Fields Programme – Cllr Vasser took, for discussion on next agenda.

LCC Central heating Fund – notice on notice board and information distributed.

HAGS – Outdoor play equipment – noted.

24PLANNING

N/33/1076/16 – Erection of chicken unit Claxby.

After much discussion it was proposed, seconded and resolved to object to the proposal on the grounds that it was situated within Lincolnshire AONB; potential SSSI; hilltop development with long views from surrounding areas; industrialisation of edge of Wolds location; within site of 2 listed buildings; insufficient screening shown on plans.

N/208/973/16 – Extensions and alterations to Acorn Cottage, Mawthorpe:

It was proposed, seconded and resolved that this be supported.

Decision notice N208/818/16 – Extensions and alterations Carousel, Sloothby Lane, Sloothby – conditionally approved – bricks and tiles to match existing; foul water and surface water to be discharged to existing systems.

25MEMORIAL BENCH

Members noted that Dr Smith and Lincolnshire Wildlife Trust had agreed to contribute. Members discussed style of bench and agreed to put forward the Buckingham Seat from SFD at a cost of £480 which would match the styles of those already in situ. Clerk to write to Dr Smith and LWT with details – to be discussed further at next meeting.

26NEWSLETTER

A Parish Council newsletter was discussed, to cover parish Council business in the area. Clerk circulated two examples from Bilsby and Alford. Draft example to be produced for circulation and discussion next meeting.

27.ANY OTHER MATTERS

Cllr White raised concerns at the damage to the junction of School Lane/Station Road. Cllr Davie agreed to look into responsibility for this.
