SENATE RESOLUTION

In Memory

of

Richard P. "Dickie" Westmoreland

WHEREAS, The Senate of the State of Texas joins the

citizens of Madisonville, Texas, in mourning the untimely loss

of Richard P. "Dickie" Westmoreland, who died February 26, 1993,

at the age of 51; and

WHEREAS, During his lifetime he established a permanent

place for himself in the hearts and minds of those who lived and

worked with him; and

WHEREAS, Born in Houston, Texas, on August 16, 1941,

Mr. Westmoreland lived most of his life in Madisonville where he

was involved in the life of the community; and

WHEREAS, He attended Madisonville High School and graduated

from Sam Houston State University with a bachelor of science degree

and a master's degree; and

WHEREAS, A dedicated and diligent businessman,

Mr. Westmoreland owned and operated Westmoreland's Bail Bonds,

Westmoreland Private Investigative, and Westmoreland Security

Contractors; and

WHEREAS, The varied and notable achievements of this

distinguished gentleman contributed immeasurably to the dynamic

growth and progress of his city; and

WHEREAS, He served with distinction as president of the

Madisonville Sidewalk Cattleman's Association and the Madison

County Democratic Club; and

WHEREAS, Mr. Westmoreland earned the admiration and respect

of the citizens of Madisonville who elected him to the city council

where he served as Mayor ProTem; and

WHEREAS, He was a member of the Brazos Valley Development

Council and Madisonville Masonic Lodge Number 740; and

WHEREAS, His wise counsel and sound judgment will be deeply

missed and remembered with gratitude by those who knew him; now,

therefore, be it

RESOLVED, That the Senate of the State of Texas,

73rd Legislature, hereby extend sincere condolences to the members

of his family:his mother, Millie Arrant Westmoreland; his son,

Pat Westmoreland; his daughter, Debra WestmorelandForrest; his

granddaughter, Victoria Forrest; his sister and brotherinlaw,

Patsy and Charles Strawther; and his niece, Jane Strawther; and, be

it further

RESOLVED, That a copy of this Resolution be prepared for

the members of his family as an expression of the deepest sympathy

of the Texas Senate, and that when the Senate adjourns this day,

it do so in memory of Richard P. "Dickie" Westmoreland.
