RESOLUTION NO. 2015-21

WHEREAS, the City of Brundidge promotes economic development, capital investment and job creation in the community by supporting growth and development at the Brundidge North Industrial Park; and

WHEREAS, the North Industrial Park is undergoing expansion and has secured the location of Magnolia Vegetable Processors (MVP) who will invest $5,052,500 in land, building, equipment and working capital as well as another expansion to produce a completely new product line, orange juice, at Southern Classic Food Group (SCFG) with a capital investment of $3.2 million for 28,000 sq. ft. facility expansion, equipment and operations that both require infrastructure improvements at the industrial park; and

WHEREAS, in order to facilitate this job creation, the City must improve infrastructure at the North Brundidge Industrial Park to includewater and sewer improvements for MVP that will assist in the creation of 52 jobs in 2 years with an annual payroll of $1.4 million and road improvements for Southern Classic Food Group, LLC (SCFG) that will result in the creation of 21 additional jobs(above the 49 new full time jobs pledged to be created for CDBG Project No. SM-ED-PF-13-015)with annual payroll of $617,120.

WHEREAS, the City of Brundidge desires to provide this infrastructure to assist this much needed expansion of jobs and to apply for assistance to the Alabama Department of Community Affairs (ADECA) for a Community Development Block Grant (CDBG) Economic Development grant in the amount of $250,000 to assist with financing for the improvements proposed; and

WHEREAS, ADECA requires a minimum of 20 percent in matching funds for this program or enough matching funds to construct the project as proposed;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brundidge, Alabama as follows:

SECTION 1. That the City of Brundidge, Alabama make application to the Alabama Department of Economic and Community Affairs for an Economic Development Fund Infrastructure CDBG grant in the amount of $250,000 grant to finance the construction of sewer upgrades to meet SCFG’s increased demand due to the new expansion.

SECTION 2. That the City of Brundidge will maintain the improvements proposed should the project be funded.

SECTION 3.That the City of Brundidge hereby commits to provide $174,886.36in local funds to meet the matching requirement for the grant.

SECTION 4. That James T. Ramage, III, in his capacity as Mayor, is hereby authorized and directed to execute all required application documents and have the same submitted to ADECA.
