What is the assessment criteria for WTIF grant applications?

Wtif grant assessment criteria

Applications will be assessed against the following criteria:

  1. Innovation– 40%
  2. Collaboration– 20%
  3. Value– 15%
  4. Student Outcomes – 10%
  5. Management– 10%
  6. Sharing Best Practice– 10%

The Department will also consider the geographic spread, mix of project types and sizes, and sectors covered of grants already funded under WTIF.

Applications for grant funding will be assessed against the eligibility and assessment criteria. The Department may seek further information, clarification or evidence as required.

Grant Criteria 1: Innovation

Criteria questions / checklist of information to include
1.1 / What is your project?
What is in scope for your project?
Which eligible project activity/s does your project include? / Include a brief synopsis of your project.
Explain which eligible project activity/s have been included in the scope of your project and input them into the project scope table in the Project Management Plan Template

1.2 / What is the problem/ opportunity you have identified?
What evidence do you have to support this? / Include a statement that explains the nature and scale of the problem.
Evidence should include relevant references/ citations.
Where evidence has been developed/ consolidated through seeding activity, include a brief statement and attach the relevant reports, papers, studies etc.
Evidence needs to include explanation of any trends, barriers and previously tested solutions.

1.3 / How does your project respond to the problem/ opportunity?
Of the range of potential solutions, why would your project be the most suitable choice? / Include a statement on how your project links back to the problem/ opportunity.
Provide a statement that compares your response to other potential options/ solutions. If you believe there are no alternatives, provide evidence to support this.
1.4 / What is your project innovation? What evidence do you have to support that it is innovative? / Explain the innovation of the project and include the “change-element” or what is different (not business as usual).
Describe whether your innovation presents an ‘incremental’ or ‘step-change’ opportunity for your identified industry and/or the training and TAFE sector.
Evidence should include relevant references/ citations.
Where evidence has been developed/ consolidated through seeding activity, include a brief statement and attach the relevant reports, papers, studies etc.

1.5 / Does your project include applied research? / If yes a paper on the Applied Research Methodology is required.

1.6 / What consultation have you undertaken in the development of the project to ensure it does not duplicate funding or efforts and/ or overlap current/ existing activity? / Provide evidence of consultation with:
  • Industry, including business, relevant Unions, Associations and Peaks
  • training and TAFE Sector, including public and private providers, as well as relevant registration bodies
  • relevantgovernment departments (for example, the Department of Economic Development, Jobs, Transport and Resources.

Grant Criteria 2: Collaboration

2.1 / What is the collaboration structure of your project?
Why has this structure been chosen? / Explain whether the structure is a partnership or consortia
Provide a rationale for your chosen structure
Ensure that your project structure is eligible (refer to Information Sheet 5)
2.2 / What are the governance arrangements for your project? / Project Management Plan Template – Governance section included (mandatory attachment)
2.3 / What is the relevance, commitment, roles and responsibilities of all partners/ consortia members / Explain the relevance, commitment, roles and responsibilities of all partners/ consortia members and input into the Governance section of the Project Management Plan Template.
Explanation may capture alignment with strategic direction, compacts, expertise in area etc.

2.4 / What are the formal relationship protocols for your project? / Prepare protocols that capture the formal collaboration in the form of a partnership agreement, memorandum of understanding and/ or collaborative agreement
These protocols need to be specific to the WTIF project and cannot be a general or pre-existing protocol.

Grant Criteria 3: Value

Criteria questions / checklist of information to include
3.1 / What are the objectives and outcomes of your project? / Explain the objectives and outcomes of your project and input into the Project Management Plan Template – Overview section.
Demonstrate how your objectives and outcomes align with the problem/ opportunity (Criteria 1.1).

3.2 / What is the economic and/or social impact and value of your project? / Explain the economic and/or social impact and value of your project and input into the economic and social impact table – Overview section.
Prepare a cost benefit analysis that considers the impact and value of your project against your project budget.

3.3 / How are you going to measure the economic and/ or social impact of your project? / Explain the project logic against project outcomes and complete the Benefits Realisation Frame Template.
Explain how the project, taken as a whole, will be evaluated, including the measures of success against this and input into the Evaluation Plan Template.
Make sure that your budget includes a clear allocation for evaluation (consider 5-10% of requested funding).

Grant Criteria 4: Student Outcomes

Criteria questions / checklist of information to include
4.1 / What is the target student/ learner cohort for your project? / Define your target cohort and explain why this is the right cohort for your project.
Link back to the problem/ opportunity (Criteria 1.1).
4.2 / How will your project benefit the student/ learner? / Include a statement on the direct benefits for the student/ learner, including the portability and value of the intended learnings, skills development and productivity.
4.3 / Will the project have direct employment outcomes for the student/ learner? / What/ if any real employment will result from the project.
Include estimated figures where relevant.
4.4 / How will your project ensure student/ learner retention and completion? / Given the importance of retention/ completion, explain how your proposed approach will ensure high retention/ completion.

Grant Criteria 5: Management

Criteria questions / checklist of information to include
5.1 / What is your capability/ capacity to manage the project and the project partnership/s? / Explain how the project will be managed and input into the Project Management Plan – Project Management section
Ensure that all sections of the Project Management Plan are complete
Project Management Plan Template included (mandatory attachment)
5.2 / What is yourproject budget? / Complete the Grant Budget Template
The budget must include co-contribution of all partners/ consortia members)
The budget must explain allocations against discrete project outcomes
Budget must distinguish between staffing (FTE) and other project costs
Include comparative quotes for large items.
Preference will be given to proposals that include a financial or in-kind contribution.

Where funding request includes technology related items and activities, a Technical Specification Paper/Summary (e.g. Technology scoping, documentation and piloting).
5.3 / How will risk associated with innovation be managed? / Identify what risks are specific to the innovation that you have outlined in Criteria 1.4, explain how they will be managed and include opportunities for learning, should the innovation fail.
This response is in addition to Criteria 5.4.
5.4 / How will project risk be managed / Explain the risk management strategy for your project and provide a Risk Management Plan.

5.5 / What is the long-term sustainability strategy for the project? / Provide a statement on the future viability of your project post grant funding anddescribe what (if any) strategy is in place to support this.

Grant Criteria 6: Sharing Best Practice

Criteria questions / checklist of information to include
6.1 / How will the project contribute to workforce training and skill development and/or innovation in the training and TAFE system, e.g. a capacity for sector wide benefits? / Include a statement on the direct benefits for development and/or innovation in the training and TAFE system, including the transferability, relevance, value of the intended learnings, and potential for transformational change for the sector.
6.2 / How will lessons learnt from the project be shared with the training and TAFE system, industry and government to improve knowledge and understanding of best practice? / Explain how the project provides new learnings for the Training and TAFE system, industry and the government?
