  1. CALL TO ORDER - Chairman Winiecki called the Governing Board meeting to order on Monday, May 15, 2017 at 9:00 a.m. at the City of Flagstaff Station 6, 3877 Lake Mary Road, Flagstaff AZ.
  1. ROLL CALL OF BOARD MEMBERS / AFFIRMATION OF QUORUM

  1. PUBLIC HEARING TO ADOPT FY 17/18 BUDGET FOR POSTING
  2. Proposed Fiscal Year 2017/2018 Budget Plan Overview/Public Budget Hearing
  3. Overview of proposed Fiscal Year 2017/2018 Budget

Administration presented the Fire Board with three budgets for consideration. The budgets had different Mil Rates to take into account. The Fire Board read through each budget and discussed the pros and cons of each.

Member Todd Dobbs arrives at 9:09 a.m.
The discussion continues with Clerk Boalich making a motion to adopted Budget #1 with the Mil Rate of 1.71 for posting.

  1. Public Hearing/Comments
    The Governing Board Chairman will consider audience comments/questions on issues related to the proposal Fiscal Year 2017/2018 Budget. Speakers are limited to three minutes and comments / questions should pertain to the proposed Fiscal year 2017/2018 Budget.

Chairman Winiecki opened the discussion up for public comment. No representatives from the public were in attendance.

  1. Discussion and possible action on adopting the Fiscal Year 2017/2018 District Budget for Posting for 20-days from May 19, 2017 through June 16, 2017.
    Member Dobbs second the motion to adopt Budget #1 with the Mil Rate of 1.71 for posting.

Vote Conducted: Motion Carried

Nays: None

Budget #1 will be posted on-line and at the normal posting places for 20-days for the public to review. Next Public Hearing and the possible adoption on the budget is scheduled for June 16, 2017.

  1. CALL TO THE PUBLIC – N/A
  1. APPROVAL OF THE MINUTES FROM PREVIOUS MEETINGS - Minutes from March 21, 2017 were presented to the Fire Board. Clerk Boalich made a motion to accept the Minutes from March 21, 2017 as written. Member Dobbs seconded the motion. Public Comment: None.

  1. CONSENT AGENDA – Approval of Reconciliations and Financial Reports
    Financial from March and April, 2017 were presented to the Fire Board. Member Dobbs made a motion to accept the financials from March and April, 2017 as presented by Administration. Clerk Boalich seconded the motion. Public Comment: None.

  1. Current Events Summaries, Reports, and/or Correspondence– In accordance with A.R.S. 38-431.02(K), the Board shall not propose, discuss, deliberate, or take legal action on any matter in the following summaries:
  2. Administrative Updates
    Administrative Officer Gioia informed the Fire Board Members Coconino County Treasures office is changing banks. All government funds will be moved from Wells Fargo to Chase. All required paperwork has been submitted for the District.

Paperwork was submitted to Coconino County Elections office stating that Westwood Estates Fire Board will not be holding an election for Fire Board seats in November.

NEW BUSINESS / ACTION ITEMS - None

  1. FIRE BOARD COMMENTS- Board Member comments are meant to inform and clarify. No actions will be taken. Only Board Members can speak.
    Chairman Winiecki informed the Fire Board that the HOA is hosting Firewise Clean-up dates over the Labor Day weekend.
  1. ADJOURNMENT Member Dobbs made a motion to adjourn, Clerk Boalich second. All in Favor. This meeting adjourned at 9:22 a.m.
