POST :Quality and Compliance Officer

ACCOUNTABLE TO :Directors of REACH LTD

REPORTSTO :Operations Manager / Directors

PURPOSE: To support the Operations Manager and Directors of REACH Ltdto ensure that each resident and their family and friends receive high quality care and attention, which is safe and compliant.

Deliver a quality assurance and clinical governance system which enables regulatory compliance as well as continuous improvement in care and service delivery.

RESPONSIBILITIES:

  • To provide expert advice to the Directors, Senior Management and Operational staff on compliance and regulations.
  • To provide a proactive approach to quality assurance activities and extend a positive reputation of the Company to all stakeholders.
  • To report regularly to Senior Management and have systems in place to monitor and feedback activity and data.
  • To support and be responsible for monitoring outcomes against any inspection criteria and ensuring that information is fed back to improve service delivery and that changes are implemented to meet timescales.
  • To provide ongoing casework audit and feedback regarding audit outcomes and tracking corrective action.
  • To be responsible for the ongoing development of systems for a range of audit activities to inform practice improvements and service developments and to ensure they continue to meet statutory and regulatory requirements. This includes the development of Company protocols, a quality agenda and processes for governance and risk management.
  • To develop and implement effective feedback methods to obtain feedback from clients in order to inform service improvements.
  • To ensure that suitable file audit procedures are in place and are adhered to, thereby ensuring filing and record systems are fit for purpose with regard to CQC and/or local authority inspections.
  • To review the quality of supplies and provisions purchased with a view to ensuring quality.
  • To contribute to improving quality standards in all arenas, including environmental standards, care standards and hospitality. In doing so use of best practice, researched evidence based recommendation and associated standards is expected.
  • Work with the Operations Team in managing the portfolio of homes and in particular ensuring safe, compliant, quality care is delivered.
  • Ensure high clinical standards across the homes and ensure DOH (Department of Health)andPHE(Public Health England) Infection Control guidance is met.
  • Through monthly visits and monitoring of each home, seek to improve and develop the service offering provided by REACH Ltd with the aim of exceeding sector standards and CQC guidance.
  • Support, coach and develop managers and staff within the group on all quality issues such care and service standards, the care delivery, record keeping and audit so as to ensure they are equipped to implement quality management practices consistently and to a high standard.
  • Manage complex quality issues and monitor and escalate issues such as complaints and safeguarding concerns so that residents, employees and managers receive the appropriate response. Ensure that all such issues are dealt with, the parties involved are responded to, and that resulting actions are taken to prevent re-occurrence.
  • Create and deliver quality workshops, toolkits and material to ensure competent quality assurance systems and that managers are developed and supported to meet all quality requirements.
  • Evaluate and report on quality metrics to the Operations Manager/Director so that quality improvement plans can be developed, monitored and managed to ensure improvements.
  • Carry out regular monitoring of actual care needed and provided identifying where there is best practice to share and poor practice needing rectifying and reflective practice across the group.
  • Ensure that all new recruits are able to give safe and compassionate care and service through suitable induction and continued support.
  • Have a clear grasp of the operational characteristics of each Home in order to be able to offer proactive advice / ideas for improvement.
  • Carry out regular quality reviews and satisfaction surveys in line with the company's quality assurance programme to ensure Homes are fully compliant with all Company, legislative and CQC standards.
  • Contribute to operational projects as required, developing and using specialist knowledge where required.
  • Take ownership of Health and Safety within the Company, ensuring best practise and legislation are adhered to.
  • Continually develop and maintain effective communication and relationships with all internal colleagues and external agencies.
  • To keep up to date with research and changes in relevant legislation, guidance, regulation or practice standards to inform best practice and best use of resources.
  • Undertake any duties that might reasonably be required in line with the grade and responsibilities of the post.

GENERAL

  • Be an ambassador for and represent REACH Ltd at all times, promoting it in a positive light and remaining loyal to the company.
  • Keep up to date with CQC guidance and regulations and news as well as sector news.
  • Strictly adhere to all Company policies and procedures at all times and ensure that all homes comply with Company policies and procedures, securing Director authorisation where required.
  • Comply with Health & Safety and Fire Regulations and any other relevant legislation in conjunction with the Company Directors.
  • Have full knowledge of and take responsibility to ensure adherence to infection control policies and procedures of the Department of Health and the Company at all times.
  • Attend training and develop relevant knowledge and skills on an ongoing basis.
  • Be flexible to carrying out any other necessary duties as agreed with the Directors and Operations Team and generally help the Providers to run an efficient and caring business.

  • Other care qualifications relevant to client group

EXPERIENCE /
  • Experience in a relevant care setting within the past 5 years
  • Experience of working with service users with learning disabilities
