Westfield City Council March 14, 2016
The Westfield City Council met in regular session on Monday March 14, 2016 at the Westfield City Hall. Members present were Chuck Lehman, Jim Ake, Steve Hoover, Bob Horkay, Cindy Spoljaric, Joe Edwards, and Mark Keen. Also present were Clerk-Treasurer Cindy Gossard and City Attorney Brian Zaiger.
President Chuck Lehman called the meeting to order at 7:00 p.m.
Approval of Minutes:
Cindy Spoljaric made a motion to approve February 8, 2016 minutes as amended. Jim Ake seconded. Vote: Yes-7; No-0. Motion carries.

Special Recognition: Western Governors University
Todd Burtron introduced this item giving an overview of the partnership between the City and WGU.
Chancellor Allison Barber spoke about WGU and their programs and presented a check to the City for $1500 to go towards scholarships.
Special Presentation: Informatics-Video recording of Council Meeting
Informatics Director Chris Larson spoke regarding the request to video council meetings and the costs involved.
Miscellaneous Business: Library Board Re-Appointment
Jim Ake made a motion to re-appoint Dan Pitcock to the library board. Steve Hoover seconded the motion. Vote: Yes; No-0. Motion carries.

Jeremy Lollar presented detailing the need to establish a Westfield Storm Water District and to adopt stormwater user fees, which would be billed quarterly.

Jesse Pohlman explained the enhancement of usable land, the overview of the plaza and the phases and timeline of these actions taking place. Jesse went over the terminology used when speaking of the Junction area.

Legislation ended last Thursday March 10th there was some good that came out of this session
Census should finish up by mid-April
Grand Park visitor spending went up
