I. CALL TO ORDER
WCA President, Joaquin Arrillaga, called the Voting Members Meeting to order at 7:05 PM.
A quorum of the Voting Members was present. There were 3,087 members of the Association represented by the presence of the Voting Members.
The Voting Members Meeting Notice was electronically transmitted to the Voting Members on Friday, August 17, 2012. The notice was also posted on the WCA marquees.

Approval of Meeting Minutes for May 8, 2012 – tabled to September meeting
V. New Business
· Discussion/Vote on Request for Removal of a Voting Member
A petition for the removal of the voting member of Woodbay was submitted to the Association Managers office with the required number of votes to remove Gene McArthur as their voting member effective immediately. The neighborhood collected 96 signatures votes in favor of the removal, of which 84 were needed. Gene McArthur was informed of the votes at the meeting and was informed of his immediate removal. McArthur refused to leave his seat and remained in his chair during the meeting.
· Voting Members Monthly Meeting Schedule
Recommendation was made to amend the current meeting schedule of the voting members from monthly to quarterly.
Ruben Collazo made the motion to make the Voting Members meetings quarterly. Bobbi Pitcher seconded the motion. A vote was taken and the motion failed 4-22
Carlos Quiros made the motion to keep the Voting Members meetings monthly. Ralph Caputo seconded the motion. A vote was taken and the motion passed 22-4
· Appointment of Voting Member to Glenfield Neighborhood
Rick LeComte, owner within Glenfield, submitted his desire to become the voting member for the vacant seat of Glenfield. A bio was submitted to the Association office and was provided to all voting members. According to the WCA’s CCR’s Article III, Section 3:”If a Voting Member vacancy arises in any neighborhood because a voting member was removed, and the neighborhood in which a Voting Member vacancy exists does not have an alternate Neighborhood Voting Member, the Voting Member vacancy may be filled by a favorable vote of the majority of the Voting Members present at a meeting, with each Voting Member casting one (1) vote”.
· Presentation of Bennington Mailbox Amendment Initial Approval
Carlos Quiros made the motion to initially approve the Bennington mailbox guideline amendment requiring owners to have black aluminum mailboxes as submitted by David Love. Cynde Mercer seconded the motion. A vote was taken and the motion passed 26-0
· Presentation of Woodbay Mailbox Amendment Initial Approval
David Love made the motion to initially approve the Woodbay mailbox guideline amendment requiring owners to have black aluminum mailboxes as submitted by Ira Hoffman & Tasha Carrega (owners in Woodbay). Carlos Quiros seconded the motion. A vote was taken and the motion passed 26-0
VI. Old Business
· Master Plan Items: Dyan Pithers gave the members an update on the master plan committee and the items that were recommended and proposed to the Board of Directors at a recent Board meeting for improvements to the Westchase facilities. A brief review of the WI-fi access, rock formation slide, geothermal equipment at the WPV pool, tennis clubhouse and fencing changes, multipurpose court, and vending machines was provided as many of these items were to be discussed and budgeted for during the budget workshop to follow.
VI. ADJOURNMENT
Immediately following the voting members meeting was the budget workshop to review the proposed 2013 budget.
