Planning Commission Meeting

November 25, 2014

Planning Commission members in attendance were Barry Edwards, Ed Haas, Lee Wroten, Darren DeVoe, Jeff Sosack, and Dave Markward. Cory Rathman from Becker Engineering was also present.

Also in attendance were Frank Haas and Roger Fry.

The meeting was called to order at 7:30 PM. Motion to accept the October 28, 2014 Minutes as written was made by Darren. Seconded by Lee. The Motion passed.

OLD BUSINESS

None

NEW BUSINESS

A Subdivision Plan for John D. and Daniel K. Stoltzfus on Moscow Road was reviewed. They plan to subtract 10.5 acres from John’s 77-acre farm and add it onto Daniel’s 4.6 acre property. Daniel already has a residence and horse barn on his property and no new construction is planned on either property. Both lots are served by onsite sewer and water and are situated in the Agricultural (AG) Zoning District. Increasing the size of Daniel’s farm to 15.1 acres would then qualify it for participation in the “Clean Is Green” tax relief program. Since no new lots are being created and no new construction is proposed, this project qualifies as a Minor Subdivision and does not require Preliminary Planning processing and, accordingly, is being reviewed as a Final Subdivision Plan.

Roger Fry of Fry Surveying, Inc. appeared before the Planning Commission on behalf of John and Daniel Stoltzfus. Becker Engineering performed a review of the Lot Add-On Plan submitted by Fry Surveying dated September 5, 2014 and responded with Becker Engineering letter dated October 27, 2014. Mr. Fry addressed Cory’s letter with Fry Surveying letter of November 25, 2014 and discussed those comments with the Planning Commission. Discussion included: Item (1), Mr. Fry will contact the Health Department for previous perc test results. Item (12), Planning Commission will recommend that the Supervisors require that a Nutrient Management Plan be prepared for both plots.

Noting mostly minor edits, Lee made a Motion that the Planning Commission recommend that the Supervisors grant Conditional Approval of subdivision plan as submitted. Final approval should be granted after all issues identified in the Becker Engineering letter of October 27th have been satisfactorily completed. Seconded by Lee. The Motion passed. Barry will draft a letter to the Supervisors.

ZONING HEARING BOARD UPDATES

MISCELLANEOUS

A motion to adjourn the meeting was made by Barry and seconded by Lee. The motion passed and the meeting adjourned at 8:10 PM. The next meeting will be Tuesday, December 16, 2014, at 7:30 PM.
