Minutes of Meeting of the Parish Council held in Cracroft Hall

Wednesday 21st June 2017 commencing at 7:00 p.m.

In Attendance: with Councillor Richard Moody in the Chair, there were present Councillors – Mrs. Jayne Cook, John Hepworth, Peter Smith, Paul Morfitt and John Rowntree.

The Chairman declared the meeting opened at 7:00 p.m.

  1. Chairman’s Remarks

The Chairman welcomed all present and introduced the new county councillor for this area Mr Bill Aron. Councillor Moody also welcome Jim Swanson the District councillor and thanked them for coming.

  1. Apologies for absence and reasons given – Apologies received and accepted from Councillor Martin Lacey.
  1. Declarations of interest in accordance with the 2000 Local Government Act

Councillor Rowntree declared an interest in regards to Highways as one of the issues is close to his property. No other interests raised.

  1. The notes from the meeting of the Council held on Wednesday 17th May 2017 (attached) to be approved as Minutes and signed by the Chairman

Proposed by Councillor Hepworth and Seconded by Councillor Smith and Resolved that the notes of the above meeting be approved as Minutes and signed by the Chairman.

Matters arising: None.

  1. To approve payment of accounts: -

a) Village Hall (June) - £16.50

b) S- Kulwicki (Internal auditor gift) - £22.00

c) Witham Fourth Drainage Board - £5.43

Proposed by Councillor Rowntree and Seconded by Councillor Smith and Resolved that the above payments are approved and be duly paid.

  1. To note general correspondence

The clerk has received the insurance policy cover note. The Newsletter has also been ordered, which the clerk will chase up. Councillor Moody reported that viking link has now received this council’s response to the planned cable route as councillor Moody has pushed the issue. Councillor Moody told the council that different problems can be caused via the electromagnetic field caused from having these cables. This council will continue to monitor this issue a coffee morning is planned to be held to make more people in the area aware of what is going on as there is a lack of communication about this matter.

  1. To note all planning applications.

a) Ref: S/204/00611/17 – White cottage, Mill lane, Keal Cotes. Planning permission for change of use of excising house to form a bed and breakfast. Full planning permission has been given.

  1. Highways matters

a) Fen Road and Poppy Poll lane are suffering major road detraction due to the amount of HGV’s regularly using the roads. The clerk was asked to write a letter to Ancaster Farm and Mr Panton to show the publics frustrations with the road conditions at the last meeting but received no response. County councillor Bill Aron has agreed to look into this matter when the clerk has sent him some more information about it.

b) Councillor Moody told the council that signs representing the school bus stops will be fitted in due course.

c) Councillor Morfitt reported that the pathway on the right hand side of the A155 is seriously overgrown but it has been cut. Councillor Moody has agreed to go and inspect the area and see if its need reporting to Lincolnshire county council.

  1. Purchase of a speed sign

Councillor Moody informed the council that representatives from Hundelby Parish council have not been in touch lately so is assuming they no longer wish to join with this Parish in purchasing a speed sign. The clerk was asked to find out what budget they have to purchase a speed sign and if the insurance will cover a movable device.

  1. Update on land registering

The clerk informed the council that she has received a filled out land registry form which needs signing by the Chairman, clerk and charities trust representative to move this along. The document was made available for all to view.

  1. To receive reports from representatives of outside bodies or local organisations

a) County Council - Councillor B. Aron – Councillor Aron told the councillor that he can chase up any issues they may have and will try and push this councils issues.

b) District Council - Councillor J. Swanson – Councillor Swanson told the council that parking charges have come back in and are now being enforced in the whole of the East Lindsey District. There has been a planning application for a pig shed ref: S/01046/17. The clerk was asked to look into this as it could affect this area (smell).

c) Village Hall Committee - Councillor R. Moody - The next quiz night is on the 9th August which is £6 for a team of 4 people. A coffee morning is to be arranged to help discuss local issues. There will hopefully be one for LIVES/ DEFIB training and one for Viking link. Councillor Moody also informed the council that a defibrillator has been purchased and the cabinet has been installed.

d) Footpaths - Councillor J. Hepworth – Nothing to report.

e) West Keal Parish Charities Trustees - Councillor J. Hepworth – Peter Cotes is willing to be on the west keal parish charities committee again. Mr. Cotes is going to look into some old records he has and see if he can find anything in relation to the triangle field.

f) Flood Co-ordinator/Warden - Councillor R. Moody – Councillor Moody told the council that this time of year is very common for flash flooding from surface run off. Sand bags are available for homes only.

g) Triangle Field – Councillor Peter Smith – Councillor Smith told the council the grass needs cutting. Councillor Rowntree has agreed to arrange for this to be done.

h) Newsletter officer – Councillor Paul Morfitt – Councillor Morfitt asked that the newsletter be put on the council’s website. The newsletter is currently awaiting printing.

  1. Date of next meeting – The next meeting is scheduled for Wednesday 16th August 2017. All meetings commence at 7:00 p.m. at Cracroft village hall West Keal.
  1. Any other matters for discussion only or on the next agenda – There were none.
