Funding Formula

The table on the following page sets out the total amounts of funding available for each area of the city., The relative amounts have been calculated by use of a funding formula. The formula has been deliberately kept as simple as possible using a minimum amount of data. It was developed following consultation with stakeholders at an event to discuss as gather views on developments in the commissioning of neighbourhood wellbeing services in December 2009, and supplemented by meetings with existing providers of services and district commissioners.

The formula is based on the following data:

  • estimated increases in population by ward
  • population of people over the age of 50 living in each ward
  • population of people over the age of 65 living in each ward
  • population of BME groups living in each ward
  • people with limiting long term illness living in each ward
  • people living in single person households
  • people of adult pension age living in single person households

From this data, relative ‘scores’ have been given to wards which can be used as a metric for the distribution of funds across the city according the estimated need. Whilst the data focuses on older people, this is used as a proxy measure and services developed through this funding will be to address the wellbeing of all adults.

The funding available represents more than 50% increase in investment from current funding levels. In real terms, an additional £200,000.

Data on Black and Minority Ethnic population groups has been used to indicate the relative provision required specifically for BME groups. This will also be used in subsequent work to more fully understand the future requirements for BME specific wellbeing services across the city.
