Comcover, the Australian Government's self-managed fund, has been providing insurance and risk management services to General Government Sector agencies since 1998.

Comcover protects the Australian Government's financial standing and reputation. We help integrate risk management into government functions and operations by providing comprehensive and responsive risk management and insurance services to our Fund Members.

Comcover works in partnership with Fund Members to promote a positive risk management culture across the Commonwealth Government to support the efficient and effective delivery of programmes and services.

More than 160 Commonwealth departments and agencies with a broad range of responsibilities are Comcover Fund Members.

Insurance

The Comcover Fund was established in 1998 to provide a cost-effective approach to managing the Commonwealth’s insurable risks.

It helps protect the Commonwealth Budget by ensuring all General Government Sector entities have comprehensive financial protection from major threats that can arise from claims associated with insurable risks.

Comcover isn’t an insurance company. It is a self-managed insurance fund modelled on the best practice of other self-managed insurance funds both in Australia and overseas.

As a self-managed fund it offers a more economical, efficient solution than that available from the private sector insurance market. It provides a more disciplined approach to financial control, compared to a devolved scheme based on commercial insurance. It also facilitates a comprehensive and consistent whole-of-Australian government approach to protecting Commonwealth assets by building risk management capability through effective data collection and claims management.

Under Comcover’s Statement of Cover, Fund Members receive cover for all general insurable risks. The exception is workers' compensation, which is managed by Comcare.

Risk Management

Comcover's risk management services help protect the Australian Government's financial standing and reputation by equipping Members with the knowledge and skills they need to implement and integrate risk management within their organisations.

We look to work in partnership with Fund Members to promote a positive risk culture across the Commonwealth by ensuring our expertise contributes to Government policy. We also support Fund members by providing access to tailored risk management education and access to specific advice, tools and methodologies.

Specialists in every area

Specialist service providers support Comcover across a range of technical areas including insurance, risk management, claims management, legal advice, education, and medical and security assistance for Commonwealth officials travelling or deployed overseas.

These specialists ensure Comcover’s services assist Fund Members to better mitigate risks and reduce the financial exposure of the Budget to insurable risk. Such an approach also ensures that Fund Members receive quality service and a cost effective approach to litigation against the Commonwealth through the effective management of claims.

Gallagher Basset Services (GBS), Arthur J Gallagher (AJG) and Deloitte provide services including relationship management, claims management, risk management and the IT systems and processes needed to implement a single point of contact with Comcover and our Fund Members. AJG also, provides broking services for Comcover and Fund Members.

Education and training services are provided by Major Training Services.
