Weapons of Mass Destruction Exercise

Pikes Peak ARES Goals:
1. Support the City of Colorado Springs as required during a Ft Carson WMD Exercise
2. Train new ARES members and provide re-orientation to experienced members.

Scenario:
There is a bio-chemical release on the Ft Carson property. The exercise will start at 0900 with a 9ll call to the Ft Carson dispatch. After a short period of time they will ask Colorado Springs Office of Emergency Management for support and assistance. The City Emergency Manager will determine the City’s response. ARES support will be requested by the City Emergency Manager who will notify the MC. The ARES response will be initiated through the Resource Net Controller. ARES members will respond to their pre-designated areas.
Weather Conditions: (Day of Exercise - Update on DOE Morning)
Previous Week Temperature has been between 45° and 65°.
Current temperature at the beginning of exercise is estimated to be 43° F
Wind: NNW 10 Knots.
Communications Facilities available:
VHF Repeater (Primary): 147.180 + Tone 100Hz
UHF Repeater (Primary): 448.450 - Tone 100Hz
VHF Repeater (Secondary): 146.970 - Tone 100Hz

The Pikes Peak ARES Team members will assemble at staging areas outside of their assigned locations.
In the case of Memorial Hospital, Emergency Coordinator asked that we do not arrive until requested and we do not give the Hospital personnel any information on the exercise until instruction by the OPS Net Controller to do so. The Memorial Coordinator does not want ER personal forewarned of patient arrivals.
Each ARES Member should have with them a CO Drivers License and a copy of their Amateur License. Those going to Ft Carson should also have a military ID card. NØMIK or WØYNE who have a current clearance will be the only ones authorized in Army EOC area. All other Ft Carson Team Members will report to the Incident Command Post for Badges. No one will be allowed in the Exercise area without a badge. Therefore, Ft Carson Team Members should report directly to the Incident Command Post (ICP). Gate 20 will be closed once the ICP is operational.
NØMIK or WØYNE will let the team know what to expect after the pre-brief. Administrative Net Check-In no earlier than 0645 a.m. on 146.970- T-100 Hz. When at assigned location, report into the Operational Net on 147.180+ T-100 Hz.
Note: Remove all sharp objects from your person or go kit. (Knives, cutters, scissors etc)
AMR address is 2370 N. Powers Blvd. (west side of Powers between Constitution and Palmer Park -- only accessible from SB Powers Blvd.).
CSFD EOC is on Printers Parkway South of Pikes Peak Ave.
Pikes Peak ARES Team members will report to the predetermined locations based on the list below.
A debrief will be conducted at the completion of the exercise, at the CSFD EOC.
Exercise Evaluation Criteria
1. Did everyone check into the Admin/Resource Nets?
2. Did everyone who indicated they would be available show up at the pre-determined time and location?
3. Was everyone who showed up prepared for the weather and sustained operation?
4. Were all Pikes Peak ARES members Team players?
6. Did everyone have adequate power to communicate on the directed nets?
7. Was the overall ARES portion of the WMD Exercise successful and what improvement could we make
to our response?
8. Did everyone learn something from our Army partners?
