ENVIRONMENTAL COMMISSION

TOWNSHIP OF MAHWAH

OCTOBER 11, 2006

The Environmental Commission meeting was called to order at 7:35 p.m. by John Brotherton, Chairman. The Opening Statement was made. Roll call was taken.

MINUTES

The Minutes of the meeting held on September 27, 2006 were accepted as submitted.

ANNOUNCEMENT OF MEETING

J. Brotherton announced there will be a special Council meeting on October 16, 2006 with Township Boards and Commissions. It was decided that the Environmental Commission would recommend recycling of paper at town hall and recycling bins at the town pool.

CORRESPONDENCE

A letter was received from engineers of Ramapo Hunt and Polo Club concerning a request for DEP approval for bridge work.

Boswell applied to DEP for work on pedestrian bridge at LakeHenry.

Highlands applicability letter for Boddy, 23 Stag Hill Road.

Received various minutes and agendas.

BUDGET

Proposed 2007 Budget is due to Administration on November 1, 2006.

TENANT APPLICATIONS

The following tenant applications were approved.

  • FranklinLakesAnimalHospital, 60 Whitney Road – animal hospital
  • The King Centre for the Performing Arts, Inc., 60 Whitney Road – dance studio

SITE PLAN REVIEW

Graham Enterprises, Dkt. 495

Deferred review of site plan until the next round of revisions (as discussed at the Planning Board) are completed.

Roman Catholic Archdiocese of Newark Catholic Cemeteries, Dkt. 501

The revised preliminary and final site plan was reviewed.

The application is approved with the following comments: “We request the applicant identify trees 30” caliper or greater. The applicant should try to incorporate mature trees into the new landscaping.”

SOIL MOVEMENT PERMIT APPLICATIONS

Memo to Administrative Officer:

“The following soil movement permit applications were reviewed on October 11, 2006.

Comments are listed below.

William and Susan Severs 10 Mountainside Avenue, Bl. 130, Lot 5, BOA Dkt. 1184-06S, dated 10/2/06. The application states six trees will be removed and there will be six replacement trees (oak and maple). Norway Maple is not an approved replacement tree. Only native deciduous species should be used. Approved.

Morris Mann 18 Spruce Road, Bl. 7, Lots 19-23, E-BD-216-2017, dated 10/11/06.

There will be eighteen trees removed, with five replacement trees. The replacement trees will be oak and maple. Norway Maple is not an approved replacement tree. Only native deciduous species should be used. Approved.

LAKE HENRY TRAIL SIGNS

It was decided that the five signs would be installed or mounted this Friday and Saturday.

The tree identifications signs will be put up on Saturday.

John Brotherton will remind Ed Sinclair that we want the bush behind the sign near to pump house to remain.

J. DeWan will assemble the grant information needed to apply for the reimbursement.

S. Golz will write the report.

OTHER ITEMS

Water testing in conjunction with World Water Monitoring Day and Hydroqual will be conducted at LakeHenry this Saturday (10/14). S. Golz will work with high school students to collect water samples.

Dave Daehnke brought copies of Gardener News which has a front page article on the dangers of using the “volcano” mulching method.

The meeting was adjourned at 9:00 p.m. The next meeting of the Environmental Commission will be held on Wednesday, October 25, 2006 at 7:30 p.m. at the MunicipalBuilding,
