Family Intervention Project

Operational Process

We encourage referrals from any statutory or voluntary agency, housing association, or by families themselves

Criteria:

  • The family are at risk of being repossessed due to anti-social behaviour.
  • Any child or young person within the household is at risk of getting involved in youth crime
  • One or more individuals within the family are currently subject to enforcement actions for anti-social behaviour.
  • The family are excluded from mainstream housing due to a history of anti-social behaviour.
  • Any child or young person within the household is at risk because of anti-social behaviour in the family.

If two or more of the above criteria are met then the referral will be considered for the Family Intervention Project.

The following illustrates the usual process from referral through to closure of a case:

REFERRAL RECEIVED

  • FIP Administrator takes referral and passes to Anti-Social Behaviour Team
  • Anti-Social Behaviour Officer checks it referral meets criteria and calls Multi-Agency Panel Meeting (MAP)

MULTI-AGENCY PANEL MEETING /
  • Key Professionals invited to MAP
  • Case discussed and agree to FIP or alternative provision
  • Case allocated
  • Keyworker contacts family and identified agencies to arrange Family Meeting
  • Risk assessment undertaken
  • Keyworker may visit family to begin to establish relationship

FAMILY MEETING /
  • Attended by family and chaired by keyworker.
  • Discuss background to case and reasons for referral.
  • Seek agreement from family to undertake assessment.

ASSESSMENT /
  • Common Assessment Framework, Onset and Assett
  • Multi-agency information sharing required, followed up by information

FIPFAMILY GROUP CONFERENCE /
  • FIP Family Group Conference attended by family and identified agencies, chaired by Family Group Conference Coordinator
  • Agenda formed out of assessment outcome and referral issues
  • Behaviour contract and support developed
  • Commitment to behaviour contract and support plan agreed by family and agencies.

SERVICE DELIVERY /
  • Outreach service.
  • Dispersed/floating service.
  • Core Block.

REVIEW /
  • Review held between 6 weeks and 3-months.
  • Family and all relevant agencies expected to attend.
  • Progress measured against contract and support plan.
  • Service type reviewed to ensure appropriate to meet need.

MULTI-AGENCY PANEL CASE CLOSURE MEETING /
  • Key Professionals invited to MAP
  • Case discussed and agree to close and alternative provision to support family
  • Lead Agency/Professional Identified

CLOSURE OFCASE /
  • Family co-operated and outcomes achieved.
  • Family introduced to lead agency
  • Closure form for FIP completed.
  • Case closed

  • Family disengaged.
  • Closure form completed

  • Sanctions applied if anti-social behaviour continues

MONITORING /
  • Information collated
